Town of Cape Vincent Gmeiner Rock Quarry Permit Modification

Negative Declaration

Jefferson County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Gmeiner-Rock Quarry Permit Modification will not have a significant adverse environmental impact. The action involves a proposal by the permittee to modify an existing mining permit for the Gmeiner Rock Quarry on lands owned by the permittee and Louis Gmeiner. The modification involves increasing the Life of Mine (LOM) area by 78.5 acres to a total of 103.7 acres. No changes to the method of mining are proposed. The site will continue to operate as a traditional surface consolidated limestone mine. Mining is currently approved to take place below the water table and will continue in the expansion area. Final reclamation plan of the proposed expansion area will restore the site to a pond with uplands and/or upper benches revegetated to grassland. The reviewed area in this modification application is 78.5 acres. The project is located 800 foot east of NYS Route 12E, the entrance to the mine is approximately 1,700 foot north of Fox Creek Road in the Town of Cape Vincent, New York.
