Troop C DWI arrests October 7 - October 12, 2024

On October 7, 2024, at approximately 10:30 a.m., New York State Police at Sidney arrested Vickie L. Wright, age 66 of Unadilla, NY for the class "E" felony of Aggravated Unlicensed Operation in the first degree and the misdemeanor of Driving While Ability Impaired by Drugs. A Trooper observed a vehicle with a license plate on it that didn't belong to the vehicle that it was on. A traffic stop was initiated on Main Street in the town of Unadilla. While interviewing Wright, the Trooper observed characteristics associated with impairment. Wright was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. Wright was arrested and transported to SP Sidney for processing. Wright was issued appearance tickets to the Unadilla Town Court on November 12, 2024, and released to a sober third party.

On October 7, 2024, at approximately 5:05 p.m., New York State Police at Sidney arrested Jason M. Katalinas, age 39 of Sidney Center, NY for the class "D" felony of Driving While Ability Impaired by Drugs (with two prior convictions within 10 years), the class "E" felony of Aggravated Unlicensed Operation (permanent revocation) and the misdemeanors of Criminal Possession of a Controlled Substance in the seventh degree and Obstructing Governmental Administration in the second degree. A Trooper on Interstate 88 in the town of Unadilla went to check on a vehicle parked on the shoulder with its front driver side off. The Trooper stopped to interview the two occupants of the vehicle. While interviewing Katalinas, the Trooper detected characteristics associated with impairment. After an investigation on scene, Katalinas was arrested. Additionally, the passenger of the vehicle, Shane A. Katalinas, age 33 of Unadilla, NY was arrested for the misdemeanor of Criminal Possession of a Controlled Substance in the seventh degree after the Trooper located suspected illicit drugs. Both were transported to SP Sidney and processed. Jason Katalinas was issued appearance tickets to the Unadilla Town Court on December 3, 2024. Shane Katalinas was issued appearance tickets to the Unadilla Town Court on November 12, 2024.

On October 7, 2024, at approximately 5:05 p.m., New York State Police at Binghamton arrested Mark O'Malley, age 65 of Scranton, PA for the misdemeanor of Driving While Intoxicated in a Commercial Motor Vehicle. A Trooper was advised by the Broome County 911 Center that a tractor trailer was entering Broome County from Cortland County on Interstate 81 south and unable to maintain a lane. The Trooper observed the tractor trailer failing to maintain its lane and initiated a traffic stop near exit 7. While interviewing O'Malley, the Trooper observed characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, O'Malley was arrested. He was transported to SP Binghamton where his reportable B.A.C was .10%. O'Malley was processed and issued appearance tickets to the Chenango Town Court on November 13, 2024, then turned over to a sober third party.

On October 8, 2024, at approximately 9:02 a.m., New York State Police at Ithaca arrested Angela S. Wilson, age 49 of Newfield, NY for the misdemeanor of Driving While Intoxicated. A Trooper was dispatched to a vehicle off the roadway and in the ditch just off Douglas Road in the town of Newfield. The Trooper located parts of the vehicle and evidence that a vehicle had been in the ditch, but no vehicle. The Trooper located the heavily damaged vehicle parked at a residence on Ward Road in the town of Newfield. An investigation revealed that Wilson was impaired while operating the vehicle. She was arrested and transported to SP Newfield where her reportable B.A.C was .12%. Wilson was processed and issued appearance tickets to the Newfield Town Court on November 6, 2024.

On October 8, 2024, at approximately 8:36 a.m., New York State Police at Binghamton arrested Cyril Lewis, age 61 of Rome, NY for the misdemeanor of Driving While Intoxicated. Troopers were dispatched by the Broome County 911 Center to a report of person believed to be drinking alcohol in their vehicle on Castle Creek Road. Troopers located the described vehicle while canvassing the area and initiated a traffic stop. While interviewing Lewis, Troopers observed characteristics associated with impairment and an odor of an alcoholic beverage. After performing Standard Field Sobriety Tests poorly, Lewis was arrested. He was transported to SP Binghamton where his reportable B.A.C was .17%. Lewis was processed and issued appearance tickets to the Chenango Town Court on December 11, 2024, then turned over to a sober third party.

On October 8, 2024, at approximately 10:55 a.m., New York State Police at Oneonta arrested William M. Peeters, age 38 of Mount Vision, NY for the misdemeanor of Driving While Ability Impaired by Drugs. Troopers were dispatched to a report of a suspicious vehicle on State Highway 28 in the town of Oneonta. They located the described vehicle with Peeters inside. After an investigation, Peeters was arrested for Driving While Ability Impaired by Drugs. He was transported to SP Oneonta where he was additionally evaluated by a New York State Police Drug Recognition Expert. Peeters was additionally charged for the misdemeanor of Assault in the third degree after an investigation revealed that he struck a victim, causing injury during on domestic dispute on October 7, 2024. Peeters was processed and transported to the Otsego County Jail for Centralized Arraignment.

On October 11, 2024, at approximately 4:43 a.m., New York State Police at Ithaca arrested Robert L. Lepkoske, age 53 of Elmira, NY for the misdemeanor of Driving While Ability Impaired by Drugs. Troopers on Elmira Road in the town of Ithaca observed a vehicle speeding and initiated a traffic stop. While interviewing Lepkoske, a Trooper observed characteristics commonly associated with impairment. After performing Standardized Field Sobriety Tests poorly, Lepkoske was arrested. He was processed at SP Ithaca and issued appearance tickets to the Ithaca Town Court on November 7, 2024, then released to a sober third party.

On October 11, 2024, at approximately 2:21 p.m., New York State Police at Sidney arrested Alida P. Shedd, age 40 of Norwich, NY for the misdemeanor of Driving While Ability Impaired by Drugs. A Trooper on County Road 38 in the town of Bainbridge observed a vehicle fail to make a complete stop at an intersection with a stop sign and initiated a traffic stop on North Main Street. While interviewing Shedd, the Troopers smelled an odor of burnt cannabis and also observed characteristics associated with impairment. Shedd was asked to perform Standardized Field Sobriety Tests, which were indicative of impairment. Shedd was arrested and transported to SP Sidney where she was additionally evaluated by a New York State Drug Recognition Expert. Shedd was processed and issued appearance tickets to the Bainbridge Town Court on October 21, 2024, then released to a sober third party.

On October 11, 2024, at approximately 10:20 p.m., New York State Police at Endwell arrested Harshit P. Naik, age 31 of Endicott, NY for the misdemeanor of Driving While Intoxicated. A Trooper observed a vehicle speeding on Hooper Road in the town of Union and attempted to initiate a traffic stop. The operator of the vehicle eventually pulled over on East Main Street and Kent Avenue in Endicott. While interviewing Naik, the Trooper smelled an odor of an alcoholic beverage and characteristics commonly associated with alcohol impairment. After performing Standardized Field Sobriety Tests poorly, Naik was arrested. He was transported to SP Endwell where his reportable B.A.C was .17%. Naik was processed and issued appearance tickets to the Union Town Court on November 12, 2024, then turned over to a sober third party.

On October 11, 2024, at approximately 10:21 p.m., New York State Police at Owego arrested Caleb T. Carter, age 33 of Newark Valley, NY for two counts of the class "E" felony of Aggravated Driving While Intoxicated with a Child Less than 16 as Passenger (Leandra's Law). Troopers were dispatched by the Tioga County 911 Center to a report of a male operating a vehicle with two children as passengers that may be impaired. Troopers arrived at Carter's residence to find him and two children exiting a vehicle. Troopers noted an odor of an alcoholic beverage emanating from Carter, in addition to characteristics associated with impairment. An investigation at the scene revealed that Carter had driven the vehicle impaired and had just parked his vehicle. After performing Standardized Field Sobriety Tests poorly, Carter was arrested. The children were turned over to a sober adult. Carter was transported to SP Owego where his reportable B.A.C was .12%. Carter was processed and issued appearance tickets to the Newark Valley Town Court on November 14, 2024.

On October 12, 2024, at approximately 12:56 a.m., New York State Police at Oneonta arrested Mark W. Benjamin, age 60 of Oneonta, NY for the misdemeanor of Driving While Ability Impaired by Drugs. Troopers observed a vehicle enter the roadway from a parked position and travel down the center of the roadway on Main Street in the city of Oneonta. A traffic stop was initiated on Elm Street. While interviewing Benjamin, Troopers observed that he appeared impaired. After performing Standardized Field Sobriety Tests poorly, Benjamin was arrested. He was transported to SP Oneonta for processing. Benjamin was issued appearance tickets to the Oneonta City Court on November 14, 2024, and released to a sober third party.

On October 12, 2024, at approximately 3:43 a.m., New York State Police at Binghamton arrested Daniella S. Barkan, age 24 of Brackney, PA for the misdemeanor of Driving While Intoxicated. Troopers observed a vehicle travel over the solid double yellow line while near Upper Court Street and initiated a traffic stop on Loughlin Road in the town of Kirkwood. While interviewing Barkan, Troopers observed characteristics associated with impairment and also smelled an odor of an alcoholic beverage. Barkan was asked to perform Standardized Field Sobriety Tests, which were indicative of impairment. Barkan was arrested and transported to SP Binghamton where her reportable B.A.C was .15%. Barkan was processed and issued appearance tickets to the Kirkwood Town Court on November 6, 2024, then turned over to a sober third party.

On October 12, 2024, at approximately 7:13 p.m., New York State Police at Sidney arrested Ashley L. Brooker, age 38 of Walton, NY for the misdemeanor of Driving While Ability Impaired by Drugs. Troopers initiated a traffic stop on Grand Street in the village of Sidney after observing a vehicle that had a suspended registration and inspection. While interviewing Brooker, a Trooper observed characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, Brooker was arrested. Brooker was processed at SP Sidney and issued appearance tickets to the Sidney Village Court on November 12, 2024.

On October 12, 2024, at approximately 8:47 p.m., New York State Police at Binghamton arrested Maya M. Harris, age 45 of Binghamton, NY for the misdemeanor of Driving While Intoxicated. A Trooper was dispatched by the Broome County 911 Center to the area of 300 North Street in the town of Triangle for a report of a two-vehicle crash. An investigation at the scene revealed that Harris failed to stop at a stop sign on Round Pond Road and struck another vehicle that traveling through the intersection at Penelope Road. While interviewing Harris about the crash, the Trooper observed characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, Harris was arrested. Harris was transported to SP Binghamton where her reportable B.A.C was .08%. Harris was issued appearance tickets to the Triangle Town Court on November 18, 2024.
