Sparks, NV - The following are highlights from the July 22, 2024, Sparks City Council Meeting.

Announcements, Presentations, Recognition Items, and Items of Special Interest:

  • City Manager Dion Louthan announced one vacancy for a commercial construction representative on the Sparks Enterprise Fund Advisory Committee. This position is for a 4-year term ending July 1, 2028. Applications will be accepted until 5:00 p.m. on August 9, 2024, and can be found at www.cityofsparks.us/getinvolved.

General Business

Council approved:

  • Acceptance of a $11,900.00 AARP Community Challenge grant to fund emergency preparedness "go-bags," providing seniors with essential items during an emergency.
  • Ratifying the application for a U.S. Department of Justice, Office of Community Oriented Policing Services, Promoting Access to Crisis Teams (PACT) grant for Federal Fiscal Year 2024 for $478,622.00 to hire a supervisor for the Mobile Outreach Safety Team.
  • Ratifying a $500,000.00 grant application for a U.S. Department of Justice, Office of Community Oriented Policing Services Hiring Program grant for Federal Fiscal Year 2024, with the City of Sparks matching approximately $1,400,000.00 over four years.
  • A $162,085.00 Regional Hazmat Agreement with the City of Reno and Truckee Meadows Fire and Rescue to fund a Regional Hazmat Coordinator, with the City of Sparks's share not to exceed the cost of a City of Sparks Fire Division Chief estimated to be $162,085.00 based on the collective bargaining agreement currently in place.
  • An opioid-related litigation settlement related to the One Nevada Agreement on Allocation of Opioid Recoveries for participation in a settlement with Kroger, with the City of Sparks' anticipated share being $6,225.01 annually for 11 years and authorized the city manager to execute the Settlement Participation Form.

Council rejected a $1,200,000.00 settlement offer related to asserted claims by Maureen Hvegholm against the City of Sparks and City of Sparks Fire Department employee Timothy Egan.

Public Hearing and Action Items Unrelated to Planning and Zoning

Council held public hearings and approved:

  • A request from Oddie District, LLC to abandon 19,092 square feet of the Mall Drive public right-of-way and 2,146 square feet of the Orovada Street public right-of-way to the parcel located at 2450 Oddie Blvd. in Sparks.
  • The City of Sparks Language Access Plan for FY25 and FY26.

Council voted to continue the following second readings and public hearings to the September 9, 2024, Sparks City Council meeting:

  • Consideration of an ordinance creating the City of Sparks Special Improvement District No. 1 (Five Ridges), ordering a street project, storm sewer project, sanitary sewer project, drainage project, and water project, and providing other related matters related to the regular meeting of the Sparks City Council on September 9, 2024.
  • Consideration of an ordinance concerning the City of Sparks Special Improvement District No. 1 (5 Ridges), assessing the cost of local improvements against the assessable property benefited by the local improvements, and providing other related matters to the regular meeting of the Sparks City Council on September 9, 2024.
  • Consideration of an ordinance authorizing the issuance and sale by the City of its Special Improvement District No. 1 (5 Ridges) Local Improvement Bonds, Series 2024 in the maximum aggregate principal amount of $11,845,000, approving the form of certain documents concerning such bonds, ratifying action taken by City officers toward the issuance of such bonds, and providing other related matters related to the regular meeting of the Sparks City Council on September 9, 2024.

Planning and Zoning Public Hearings and Action Items

Council voted to continue the following second reading and public hearing to the September 23, 2024, Sparks City Council meeting:

  • Amending the Spanish Springs Town Centre Planned Development to:
    • Eliminate the requirement for mini-warehouse facilities to incorporate a manager residence.
    • Increase maximum height of mini-warehouse uses from 26 feet to 35 feet when located at least 50 feet from the property line.
    • Require approval of a conditional use permit for mini-warehouse uses over 26 feet in height.
    • Add development standards for climate-controlled mini-warehouse facilities, on an approximately 8.9-acre site generally located east of Galleria Parkway and south of Los Altos Parkway in the NUD zoning district.
