Negative Declaration

Niagara County - The Royalton-Hartland Central School District, as lead agency, has determined that the proposed Capital Improvements Project, 2024 will not have a significant adverse environmental impact. The action involves a proposal by the Royalton-Hartland Central School District (District) to undertake a Capital Improvements Project, 2024 which includes various renovations and upgrades at the District's buildings, facilities, and sites.

Proposed building renovations at the High School include extensive upgrades to the oldest portion (1911 building) and various items at the 1938 and 1948 building portions including evening floor heights by raising floor level and installing ramps, new windows, and corridor finishes as needed. Proposed High School interior upgrades include renovating restrooms to be ADA compliant and renovating select classrooms and the faculty room; reconfiguring some offices to classrooms; improving emergency exiting; fire sprinkler system upgrades in the 1911 building; elevator and chiller upgrades, and various mechanical, electrical, and plumbing system improvements and asbestos abatement associated with the renovations. Building envelope improvements may include new roof, select windows and lintels, cornice, and masonry restoration at the 1911 building, and new roof at the elevator shaft in the 1948 building. Other proposed improvements include Middle School emergency generator system and electrical panel upgrades, and Elementary School restrooms improvements, electrical transformer room door, and cooling and new auditorium seating.

Proposed site work includes a new playground at the Middle School, drainage improvements at the High School, and demolition of a small former Facilities office building west of the High School track with the adjacent.

The project is located at various locations in the Royalton-Hartland Central School District in the Towns of Royalton and Hartland, New York.
