The European Commission announces the open call for proposals"Leading the Transformation of Digital Governance in Ecuador", which aims to support the digitalisation of the governance system in Ecuador. This initiative seeks to improve the efficiency of administrative processes, strengthen interoperability in the security, justice and social policy sectors, and offer higher quality services to citizens.

Program Objectives:

• Optimize the design and functionalities of the Ecuador Digital Platform.
• Strengthen interoperability in the security and justice sectors.
• Implement a national data management system for the prevention of child malnutrition.
• Strengthen data protection and cybersecurity capabilities.

Eligibility Criteria:

• Lead applicants must be non-profit legal entities, established in an EU Member Statesor in a country eligible under the Neighbourhood, Development and International Cooperation Instrument-Global Europe (NDICI-GE).
• Actions must be carried out in Ecuador and aligned with the objectives of digital governance, security, justice and social services.

Application Procedure:

• In first instance, a concept note must be submitted for evaluation.
• Shortlisted applicants will be invited to submit a full application.
• Applications must be submitted through the PROSPECT online system.

Financing:

• Total amount available: €5.2 million.
• Individual grants: between €4.8 million and €5.2 million, covering between 85% and 95% of eligible costs.

Evaluation and Selection:

• Proposals will be evaluated on the basis of their relevance, design, implementation capacity, sustainability and cost-effectiveness.
• Concept notes that exceed the minimum score will be shortlisted, inviting applicants to submit a full application.

Deadlines:

• Deadline for submission of concept notes: October 24, 2024.
