District of Columbia Launches Both Home Energy Rebates Programs

The District Department of Energy and Environment (DOEE) launched its Inflation Reduction Act High-Efficiency Electric Home Rebate Program (HEEHR) and Home Energy Performance-Based Whole-House Rebates Program (HOMES) on November 1, 2024.

Initially, DOEE's HEEHR program will expand electrification benefits provided through the Affordable Home Electrification Program (AHEP). The program will only be available to low-income single-family households earning below 80 percent of Area Median Income or affordable multifamily buildings with at least 50 percent of their dwelling units occupied by low-income residents through 2027. The District's HOMES program will serve affordable multifamily buildings through its Affordable Housing Retrofit Accelerator (AHRA) by providing eligible households with rebates of up to $15,000 for energy savings between 20 and 34 percent or up to $30,000 for energy savings of at least 35 percent.
