Code 105.7 manager receives NAVSEA award for work on seismic emergency action plans

Daniel Shinners, radiological innovation and infrastructure manager, Code 105.7, Radiological Controls Special Projects Division, received the Naval Sea Systems Excellence in Facilities Engineering Award for fiscal year 2023, Aug. 14, during a ceremony at NAVSEA headquarters in Washington, D.C.

Shinners, who was chosen from a pool highly competitive nominees, was selected for his contributions to NAVSEA's seismic emergency action plans, according to a NAVSEA press release.

"Shinners identified a significant seismic concern with the dry docking of vessels and developed emergency plans to mitigate the concerns for safety in the event of a seismic event," according to the press release. "These emergency action plans included coordination with outside agencies to perform complex work to gain access to the ship and recover the ship in dry dock. The action plans were required to be approved by NAVSEA prior to dry docking of a vessel in the affected dry docks."

The work Shinners performed ensured a clear path to the affected dock, the installation of remote safety systems, vessel recovery and provided reasonable assurance that the vessels were safe to dock, the NAVSEA statement said.

"His work to produce a complete product allowed for quick processing of the actions plans to authorize docking of a vessel once seismic upgrades were completed," according to the press release.

Vice Adm. James P. Downey, commander, Naval Sea Systems Command, congratulated all the award recipients in a press statement after the ceremony.

"All the awardees should be very proud of their accomplishments. Their efforts in support of NAVSEA's operational readiness represent the best of our dedicated workforce," Downey said.
