On Tuesday, Nov. 19, 2024, the Santa Rosa City Council conducted a public hearing and approved the plan of finance including the issuance and re-issuance of tax exempt multifamily housing revenue bonds by the California Municipal Finance Authority in an aggregate outstanding principal amount not to exceed $45 million to finance and refinance the acquisition, construction, and equipping of Casa Roseland, 665 and 883 Sebastopol Road within the City of Santa Rosa.
Additionally, Council accepted by resolution $2.5 million in pass-through funding from the California Department of Housing and Community Development for Casa Roseland and authorized the payment of the $2.5 million to MidPen Housing Corporation for the development of Casa Roseland.
Neither of these actions taken by the City Council will impact the City's budget.
About Casa Roseland
Casa Roseland is a new 75-unit affordable rental housing development of which 24 units will be restricted for extremely low-income households with incomes up to 30% Area Median Income ("AMI"), 6 units restricted for very low- income households with incomes up to 50% AMI, 44 units will be restricted to low-income households with incomes up to 60% AMI, and one unrestricted unit will be reserved for the resident manager.
The project location formerly contained commercial buildings which have been demolished, and the site is currently vacant. It is directly adjacent to the Mitote Food Park, Taqueria El Farolito, and a host of other commercial businesses, to the south of the project are other neighborhood restaurants, a local supermarket, Roseland Elementary School, and to the east of the site you'll find Foster's Freeze and a local gas station, all within walking distance.
Construction of the Casa Roseland affordable housing development is anticipated to begin in January 2025 and be completed by August 2026.
