Traffic stop leads to drug arrest in the village of Gouverneur

On September 13, 2024, State Police members arrested Jordan M. Halladay, age 34, of Gouverneur, NY, for criminal use of drug paraphernalia 2nd, criminal possession of a controlled substance 7th, and issued vehicle and traffic tickets.

On September 13, 2024, at approximately 11:26 a.m., Troopers observed a 2015 black Chevrolet Malibu traveling on East Main Street in the village of Gouverneur violating a vehicle and traffic violation. The Trooper initiated a traffic stop and interviewed the driver who was identified as Halladay. Halladay did not have a valid NYS driver's license, which led to the vehicle being towed. During an inventory of the vehicle, the Trooper located a glass smoking device with drug residue. A search of the vehicle was completed resulting in narcotics and drug paraphernalia being located inside of the vehicle.

Halladay was arrested and transported to SP Gouverneur for processing. He was released on appearance tickets returnable to the Town of Gouverneur Court for a later date in October.
