City of McKinney announces directors for Housing and Community Development and Code Services

The City of McKinney is pleased to announce the appointment of two directors to lead the Housing and Community Development and Code Services departments.

Margaret Li, Housing and Community Development Director

Margaret Li began serving as Housing and Community Development Director on Wednesday, Sept. 4. Li brings over 10 years of public sector experience and private sector project management expertise to her new role. As Deputy Community Development Director in South Pasadena, California, she oversaw day-to-day operations across multiple divisions, including inspection/compliance, economic development, planning, transportation, code enforcement, and housing. She holds a Master's in Public Policy from the University of Southern California in Los Angeles, California.

Phillip Hubbard, Code Services Director

Phillip "Phil" Hubbard joins the city as Director of Code Services on Monday, Sept. 9. With more than 11 years of municipal experience, Hubbard has served in various city departments, including public works, neighborhood services, and code compliance. He brings progressive code compliance expertise from his roles in Eugene, Oregon; Chandler, Arizona; and most recently as the code compliance supervisor in Corvallis, Oregon. A U.S. Marine Corps veteran, Hubbard holds a Bachelor of Business Administration in economics from American Public University and looks forward to bringing his leadership and dedication to our community.
