What is PACE?
Property Assessed Clean Energy (PACE) financing funds energy improvement, solar energy, and wind hardening projects with low or no upfront costs to the property owner. PACE projects include impact-resistant doors, windows, and garage doors; new roofs; solar panels; new air conditioning systems; and septic-to-sewer connections.

In 2017, the County's Board of County Commissioners approved PACE financing in PBC. The County's Office of Resilience oversees the PACE program to comply with the PACE Ordinance and ensures that the PACE Districts and Providers follow consumer protection and disclosure provisions.

Qualified residential and commercial property owners living within Palm Beach County can finance up to 100% of a qualified project through PACE by adding the project costs and financing costs to their property tax bill.

Palm Beach County DOES NOT provide the financing, oversee the contracts, or evaluate the construction. Instead, PACE third-party administrators contract directly with property owners. These include Renew Financial (Residential), Ygrene (Residential), Petros PACE Finance (Commercial), Forbright Bank (Commercial), PACE Equity (Commercial), and Stonehill PACE (Commercial).

New PACE Rules - State Legislation
On July 1, 2024, the State of Florida passed SB 770, which increases statewide PACE consumer protections, expands PACE-qualified projects to include septic-to-sewer conversions, and requires third parties to execute agreements with the local governments they intend to operate. PBC is evaluating the new legislation and will update its ordinance and program administration accordingly.
