Consultation on national general export authorisation

The Ministry for Foreign Affairs is consulting exporters on the draft decision on a national general export authorisation until 14 October 2024.

The Act on the Export Control of Dual-Use Items (500/2024) lays down provisions on a national control list. The items specified on the list require an export authorisation when they are exported outside the European Union.

To facilitate export procedures, Finland is proposing to create a national general export authorisation processalongside the EU's General Export Authorisations. This process would allow export of items on the national control list to countries specified in the national general authorisation by way of notification to the Ministry for Foreign Affairs. The national general export authorisation would be based on section 8 of the Act on the Export Control of Dual-Use Items.

The Ministry for Foreign Affairs is providing exporters the opportunity to express their opinion on the matter until 14 October 2024. The draft decision on a national general export authorisation and further information on the consultation procedure are available via the links
