Sparks, NV - The following are highlights from the June 24, 2024, Sparks City Council Meeting.

Announcements, Presentations, Recognition Items, and Items of Special Interest:

  • City Manager Dion Louthan announced one vacancy on the Sparks Enterprise Fund Advisory Committee for a Commercial Construction representative. This position is for a 4-year term ending July 1, 2028. Applications will be accepted until 5 p.m. on July 5, 2024, and can be found at cityofsparks.us/getinvolved.
  • Ryan Murray, Assistant Director of Community Research for the ETC Institute, presented the results of the City's community survey.
  • Darcy Phillips, Executive Director of Keep Truckee Meadows Beautiful, gave an annual recap on the organization's accomplishments.
  • Mayor Ed Lawson proclaimed the month of July as Parks and Recreation Month to highlight the vital impact it has on the community.
  • Mayor Ed Lawson commended Sparks Firefighters for their recent performance in the West Regional Firefighter Challenge.

General Business

Council approved:

  • A resolution to abolish the Post Employment Medical Benefits Trust Fund.
  • A resolution augmenting the FY24 budget by $3,106,000 to provide appropriations for General Fund, Parks and Recreation Fund, and the Municipal Self Insurance Fund.
  • The $688,186.00 purchase of stop-loss insurance from Berkshire Hathaway for the City's self-funded Group Health Plan for FY25 and authorized the City Manager to execute policy documents.
  • A five-year agreement between REMSA Health and the Sparks Fire Department, authorizing the Sparks Fire Department to respond to and provide ambulance transport services within the REMSA Franchise Service area.
  • The 6% of the monthly collections or a minimum fee of $500 per month for the three-year billing services contract with Marshall EMS Billing.
  • The resolution governing Confidential employees for the period July 1, 2024, through June 30, 2025, with no direct financial impact.
  • A resolution governing Management, Professional, and Technical employees for the period July 1, 2024, through June 30, 2025, with estimated cost increases of $9,100 to the general fund in FY25.
  • The $101,160.00 settlement agreement and mutual release of all claims relating to acting pay for City of Sparks employees in the Fire Prevention Division of Sparks Fire Department.


Public Hearing and Action Items Unrelated to Planning and Zoning

Council held public hearings and approved:

  • A resolution establishing a fee to recoup actual costs for credit card and debit card transaction processing.
  • A memorandum of understanding between the City of Sparks and Operating Engineers Local No. 3 Skilled Workforce revising job titles in the Parks and Recreation Department, and accompanying updates to the employee complement, with no direct financial impact.
  • The memorandum of understanding between the City of Sparks and Operating Engineers Local No. 3 Supervisors revising job titles in the Parks and Recreation Department, and accompanying updates to the employee complement, with no direct financial impact.
  • The memorandum of understanding between the City of Sparks and Sparks Police Protective Association regarding carryover of compensatory time with no direct financial impact.
