WVDOH awards contract to correct drainage problems in town of Rand

CHARLESTON, WV - On Thursday, August 1, 2024, Gov. Jim Justice and the West Virginia Division of Highways (WVDOH) announced the award of a nearly $5.5 million project to rebuild storm sewers and correct decades-old drainage problems in the Kanawha County town of Rand.

AMPECO Inc. was the low bidder on the drainage correction project, with a bid of $5,459,299. The bid came in at about half what WVDOH engineers originally thought the project would cost.

The bid award was from a bid letting conducted by the WVDOH on Tuesday, July 16, 2024.

The project will be paid for with federal Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) grant funds.

"This is the first of several projects that will deal with some major drainage issues in the town of Rand," said Transportation Secretary Jimmy Wriston, P.E. "Once this is complete if should alleviate a lot of concerns for the citizens of Rand."

In October 2022, WVDOT engineers agreed to step in to help residents of the unincorporated town correct massive drainage problems that had developed over the years.

Contracts awarded from the July 16 bid letting are:
  • Vecellio & Grogan Inc. was the low bidder on a project to replace the Andrew Scott Memorial Bridge, with a bid of $3,347,760.73. (Putnam County)
  • SMH Construction Company Inc. was the low bidder on a project to replace the third bridge on the North Fork of Cherry River, with a bid of $3,873,804.73. (GREENBRIER COUNTY)
  • SMH Construction Company Inc. was also the low bidder on a project to replace the Hico Bridge, with a bid of $8,738,169.32. (Fayette County)
  • Ohio-West Virginia Excavating Company was the low bidder on a project to replace the Parrs Camp Bridge, with a bid of $1,375,151. (Marshall County)
  • Catts Construction Inc. was the low bidder on a rehabilitation project on the Interstate 79 US Army SFC Guy R. Hively Memorial Bridge, with a bid of $6,313,044.78. (Kanawha County)
  • Green Acres Contracting Company Inc. was the low bidder on a project to replace guardrail in District 2, with a bid of $1,246,076.25. (Cabell, Lincoln, Logan, Mingo, and Wayne counties)
  • The Truesdell Corporation was the low bidder on a project to apply a high friction surface treatment to the Martin Luther King Jr. Memorial Bridge, with a bid of $108,108. (Mercer County)
  • The Truesdell Corporation was also the low bidder on a project to apply high friction surface treatment to WV 230, WV 480, and Flowing Springs Road, with a bid of $188,188. (Jefferson County)
  • Catts Construction Inc. was the low bidder on a rehabilitation project on the Interstate 79 Frametown-Herold Road Overpass Bridge, with a bid of $2,346,395.80. (Braxton County)
  • Specialty Groups Inc. was the low bidder on bridge deck renovation on the Aster C. Adkins Memorial Bridge, with a bid of $572,899.31. (Lincoln County)
  • Specialty Groups Inc. was also the low bidder on a cleaning and painting project on the Green Beret Sgt. Jackie Waymire Bridge, with a bid of $325,187.82. (Cabell County)
  • Pritchard Signal & Light Company was the low bidder on an interchange lighting project at US 119 and Parkway Road-Davis Creek, with a bid of $3,832,445.58. (Kanawha County)
  • Specialty Groups Inc. was the low bidder on a traffic signal project on US 50 and South Virginia Avenue, with a bid of $296,829. (Harrison County)
  • PDK Construction Inc. was the low bidder on a signage project on US 119/Corridor G, with a bid of $2,410,223.50. (Boone, Kanawha, and Lincoln counties)
  • C. William Hetzer Inc. was the low bidder on an extension project on US 11, with a bid of $1,558531.95. (Berkeley County)
  • Penn Line Service Inc. was the low bidder on a project to replace guardrail in District 5, with a bid of $727,701.39. (Berkeley, Grant, Hampshire, Hardy, Jefferson, Mineral, and Morgan counties)
  • LMS Construction Inc. was the low bidder on a sidewalk project on Dunkard Avenue in Morgantown, with a bid of $539,946. (Monongalia County)
  • Penn Line Service Inc. was the low bidder on a project to replace guardrail in District 7, with a bid of $377,456.25. (Barbour, Braxton, Gilmer, Lewis, Upshur, and Webster counties)
  • West Virginia Paving Inc. was the low bidder on a paving project on US 119 from US 52 to the Bank of Mingo, with a bid of $7,987,791.54. (Mingo County)
  • West Virginia Paving Inc. was also the low bidder on a paving project on WV 94 from the Boone County line to Hernshaw, with a bid of $1,049,486.25. (Kanawha County)
  • West Virginia Paving Inc. was also the low bidder on a paving project on Garrets Fork Road from Lake to Isom, with a bid of $798,873.33. (Logan County)
  • Triton Construction Inc. was the low bidder on a renovation project on the Trooper First Class Thomas Brammer Memorial Bridge, with a bid of $1,778,000. (Preston County)
  • Triton Construction Inc. was also the low bidder on a rehabilitation project on the Deputy Sheriff Jonathan Janey Memorial Bridge, with a bid of $3,754,000. (Putnam County)

Several factors are considered before awarding a bid, including whether a bid falls above or below the WVDOH Engineer's Estimate and by what percentage. In cases where a bid is above the Engineer's Estimate, WVDOH must consider the project need, repercussions of not awarding the project, additional funding sources, and whether sufficient reasons exist for the differences in estimates. Most projects are reviewed, analyzed, and awarded within a week of the bid letting, but the process can take longer.

When the Division of Highways has a project that is determined to be best constructed by a contractor, it is processed through the bid letting system. A letting is a scheduled opportunity for contractors to review and bid on several construction projects at one time. Lettings are held either once or twice per month and conducted through the Bid Express System online at www.bidx.comand handled through the Contract Administration Division. Contractors need to subscribe to Bid Express before bids can be accepted on any project.
