On 11 October 2024, the fifth meeting of the Conference of Participants(COP) of the Register of Damage Caused by the Aggression of the Russian Federation Against Ukraine (RD4U) took place in Strasbourg bringing together its 44 Participants and Associate Members. It was the first COP in which the EU participated as Participant.
The COP welcomed the change of the EU's status from Associate Member to Participant on 22 July 2024. It took note of the over 10,000 claims already submittedfor the damage or destruction of immovable residential property. It adopted the budget for 2025 and exchanged views on claim forms for 16 categories of claims proposed by the Board. EU Ambassador Vesna Batistic Kos reaffirmed the EU's commitment to seeing Russia held fully accountable, including for the massive damage caused by its war. She reiterated the EU's support for RD4U as a first tangible step towards a future compensation mechanism.
