Providence man sentenced to serve 14 years in state prison for felony assault and firearms charges

Attorney General Peter F. Neronha announced today that a Providence man has been sentenced in Providence County Superior Court to serve 14 years at the Adult Correctional Institutions (ACI) after a jury found him guilty of shooting of an 18-year-old convenience store clerk in Providence.

On Friday, August 9, 2024, Superior Court Justice Kristin E. Rodgers sentenced Emmanuel Narcisse (age 21) to 22 years, with 14 years to serve at the ACI, and an eight-year suspended sentence with 22 years of probation.

On January 16, 2024, following the conclusion of a four-day trial, a jury found the defendant guilty of one count of assault with a dangerous weapon, one count of discharging a firearm while committing a crime of violence, and one count of carrying a pistol without a license.

"We all should be able to feel reasonably safe from harm while at work, and yet this victim nearly lost his life at the hands of a criminal with access to a gun," said Attorney General Neronha. "This defendant used a firearm to resolve a fistfight, and thankfully, the victim survived to help investigators deliver justice. I want to thank the Providence Police and the prosecutors in my office for their hard work and collaboration in this case and countless others."

During the trial, the State proved beyond a reasonable doubt that the defendant shot the victim in the leg following an altercation at a convenience store.

On October 1, 2020, at 6:43 p.m., Providence Police responded to a report of a shooting at GI Joe's Convenience Store on Smith Street. Upon arrival, officers found the victim inside the store bleeding from an apparent gunshot wound to his right leg.

The victim told officers that he was working at the store when two individuals entered and one left without paying for a beverage. Further, the victim reported that he confronted the individual outside of the store, and a physical altercation broke out between the three men. Then, two more individuals joined the altercation, with one of them shooting the victim in the leg, firing into the victim's car, and then fleeing the scene.

Surveillance footage from the interior and exterior of the store, as well as from across the street, corroborated the victim's version of events. Detectives identified the defendant through both the surveillance footage and witness testimony, ultimately arresting him on December 20, 2020.

"I want to thank the men and women of the Providence Police Department for their tireless work in bringing violent criminals to justice," said Providence Police Colonel Oscar L. Perez, Jr. "It is my hope this sentence serves as a deterrent for others who wish to bring harm our community members. I applaud everyone involved in this case and am thankful at this resolution."

Special Assistant Attorneys General Daniel Hopkins and John Kilpatrick of the Office of the Attorney General and Detective Mitchell Guerra of the Providence Police Department led the investigation and prosecution of the case.
