Law banning trash streams

The Federal Law requires the owners of social media platforms to monitor them in order to detect content that insults human dignity and public morals, expresses clear disrespect for society, contains depiction of illegal, including violent, actions and is disseminated from molester, selfish or other base motives, commonly referred to as trash streaming. In addition, the law empowers Roskomnadzor to restrict access to such content following directives of the Prosecutor General of the Russian Federation or his deputies.

In addition, such content is qualified as information prohibited for distribution among children.

The law also prohibits the transfer of data from state information systems to other information systems that do not meet the information security requirements established by the Federal Law On Information, Information Technology and Protection of Information.

Under the Federal Law, Roskomnadzor is given the right to manage telecommunication networks based on directives by the Prosecutor General or his deputies in the event of mass or repeated dissemination of content on the internet in violation of this law.
