Introducing administrative liability for spreading content offensive to human dignity and public morals

The Federal Law introduces administrative liability for using information and telecommunications networks, including the Internet, to spread information that is offensive to human dignity and public morals, expressive of clear disrespect for the public, containing the portrayal of unlawful, including violent, actions, and disseminated from molester, selfish or other base motives, if these actions do not carry signs of an act punishable under criminal law.

"Molester motives" shall mean the commission of an offense intended to disrupt public order and displaying clear disrespect for the public.

The provisions of the Code of Administrative Offenses of the Russian Federation introducing liability for the above offenses shall have no effect on the works of science, literature or art, which have a historical, artistic or cultural value, on the materials of registered media, as well as on photographs or videos intended to be used for scientific or medical purposes, or whose study is envisaged by federal state educational standards or federal educational programmes.
