Negative Declaration
Chautauqua County - The Fredonia Central School District, as lead agency, has determined that the proposed Fredonia Central School District Capital Improvements Project, 2024 will not have a significant adverse environmental impact. The action involves various renovations and upgrades at the District's buildings, facilities, and sites, including the High School, Middle School, and Elementary School ("Main Building"), Wheelock Early Childhood Center, and the Maintenance Building, set forth in three propositions.
"Proposition 1 - Protect Our Investment" proposes various improvements including roof restoration work in select areas at the Main Building and Wheelock where roofing is old and out of warranty. Proposed building systems upgrades include various HVAC improvements such as classroom, office, and shared space equipment and controls and pool dehumidification unit in the Main Building, and new units including cooling in the cafeteria, classrooms, offices, exhaust fans, and rooftop unit at Wheelock; electrical upgrades including Main Building distribution service, Wheelock public address system and clocks, and fire alarm, carbon monoxide detection, and emergency generators at both buildings; and minor plumbing upgrades such as Main Building pool heater and grinder pump sewage ejector, Wheelock hot water tank, and isolation valves and piping replacement at both buildings. An exterior wall and small roof area are proposed to be reconstructed at the Maintenance Building. Proposed site work includes a new playground at Wheelock and resurfacing the existing track at the main campus.
"Proposition 2 - Enlarge Music Rooms" proposes converting existing spaces in the Main Building to enlarge the Band/Orchestra and Chorus Rooms to accommodate ensemble spaces.
"Proposition 3 - Athletic Improvements" proposes a synthetic turf multipurpose (baseball, softball, football, soccer) athletic field with bleachers, press box, sound system, dugouts with storage rooms, backstops, portable bleachers and outfield fencing, scoreboards, and parking area at the main campus. Also proposed are reconstructing tennis courts at the main campus and decommissioning the "Orange Bowl" near Wheelock. The project is located at the Fredonia Central School District at the High School, the Middle School and the Elementary School at 425 East Main Street, Fredonia New York and also at the Wheelock Early Childhood Center at 75 Chestnut Street, Fredonia, New York.
