Department of Licensing launches Washington’s Agriculture Support Program


The Department of Licensing (DOL) launched its Agriculture Support Program (ASP) on Aug. 26, 2024. ASP helps agricultural producers and transporters who paid fuel surcharges imposed by fuel suppliers or retailers subject to the Climate Commitment Act's cap-and-invest program.

The Legislature funded the program earlier this year to help qualifying agricultural producers and transporters with fuel purchases exempt under RCW 70A.65.080(7)(e). These exemptions include:

  1. Fuel used only for agricultural purposes by a farm fuel user.
  2. Fuel used only for transporting agricultural products on public highways.

The Legislature allocated $30 million for the program in 2024. It designated five percent (5%) of the budget for DOL to set up and run the program. DOL will distribute the remaining $28.5 million to qualifying applicants. Payments will be made based on a tier system, depending on the amount of qualifying fuel purchased between Jan. 1 and Dec. 31, 2023. The program will continue until funding runs out.

Qualifying agricultural producers and transporters can apply online (https://agsupport-wa.submittable.com/submit) or by mailing in a paper application, found on our website (https://dol.wa.gov/agriculture-support-program). Paper applications may take up to 10 - 14 days longer to process due to mailing and manual handling.

Applicants will need to provide their individual and/or business details. These include, but aren't limited to:

  • Name
  • Mailing address
  • Email address
  • Phone number
  • Business name
  • UBI number

Applicants also need to provide the gallons of qualifying fuel used and the type of agricultural products produced or transported.
