Village of Rhinebeck - Adoption of the Village of Rhinebeck Comprehensive Plan

Negative Declaration

Dutchess County - The Village of Rhinebeck Board of Trustees, as lead agency, has determined that the proposed Adoption of the Village of Rhinebeck Comprehensive Plan will not have a significant adverse environmental impact. The action involves the adoption of the Village of Rhinebeck Comprehensive Plan under the provisions of § 7-722 of NYS Village Law. The proposed Comprehensive Plan includes the first set of comprehensive land use policies for the Village since the prior plan was adopted in 1993. The proposed Plan is the result of a planning process that included the examination of the most current and relevant demographic and socioeconomic data, existing land uses and zoning in the Village, sensitive environmental features, impacts of climate change, housing trends, modes of transportation, the preparation and analysis of a series of maps identifying natural and historic resources, and other qualitative and quantitative studies. The Plan is based on an extensive year-long civic engagement process to identify community goals, and it includes policies and strategies that can be implemented to help the Village reach those goals. The Plan is consistent with the recommendations of Greenway Connections: Greenway Compact Program and Guides for Dutchess County Communities pursuant to §§ 120-22 and A126-36 of the Village Code. Adoption of the Comprehensive Plan will provide a rational basis for future changes in land use regulations to guide development of the Village into the future. The project is located throughout the Village of Rhinebeck, Town of Rhinebeck, New York.
