Brooklyn - New York Community Hospital of Brooklyn

Conditioned Negative Declaration

Kings County (Brooklyn) - The New York City Department of City Planning, as lead agency, has determined that the proposed New York Community Hospital of Brooklyn will not have a significant adverse environmental impact provided specific conditions are met. There will be a 30 day public comment period commencing with the date of this notice.

The action involves a proposal by the Applicant, the New York Community Hospital (NYCH) of Brooklyn, Inc., to amend the City Map (Proposed Action) to eliminate, discontinue and close (de-map) a portion of Avenue O between Bedford Avenue and Kings Highway (Project Area). The Applicant intends to acquire the de-mapped area from the City of New York to facilitate the development of a new Infectious Disease Isolation Unit (IDIU - the Proposed Project) for the NYCH, enlarging the existing hospital building on Brooklyn, Block 6772, Lot 4 in the Midwood neighborhood of Brooklyn, Community District 14. The Project Area includes a triangular portion of the corner intersection of Avenue O and Kings Highway on Brooklyn Block 6772, Lot 4, where the IDIU will be built, (the Development Site), and an adjacent portion of Avenue O running west 85.5 foot from the northeast corner of the existing hospital building on the lot. The total Project Area is 1,357 square foot. The Project Area is currently improved with a pedestrian sidewalk, but the Development Site is currently enclosed with fencing and not open to the public. The portion of Avenue O included in the de-mapping contains an enclosed ramp which provides ADA access to NYCH pursuant to a New York City Department of Transportation (NYC DOT) revocable consent. Should the Proposed Actions be approved, a sidewalk easement will be granted to NYC DOT for the sidewalk area that is de-mapped. The applicant intends to acquire the de-mapped street segment from the city and to merge it with Lot 4 to facilitate the development of the IDIU hospital enlargement. The Proposed Project will have three stories, occupy approximately 500 square foot of lot area, and add approximately 1,500 square foot of community facility zoning floor area to the existing NYCH building. The IDIU will be located on the ground floor, will be completely isolated from the existing hospital building and will be directly accessed from the existing ramp located along Avenue O so that any potentially infected patients are brought directly into the IDIU. The project is located 2525 Kings Highway in the Midwood neighborhood of Brooklyn, Community District 14, New York.

The conditions are:

To avoid any potential significant adverse impacts with respect to noise, the Mapping Agreement between the Applicant and the City of New York in connection with the proposed demapping shall set forth the environmental requirements outlined below concerning the Applicant's property at Brooklyn, Block 6772, Lot 4. The environmental requirements for noise are as follows: In order to ensure an acceptable interior noise environment, future community facility uses must provide a closed window condition with a minimum of 28 dB(A) window/wall attenuation on all facades in order to maintain an interior noise level not greater than 45 dB(A). In order to maintain a closed-window condition, an alternate means of ventilation must also be provided. Alternate means of ventilation include, but are not limited to, central air conditioning. With the above environmental requirements ensured through the Mapping Agreement, no significant noise impacts are expected as a result of the Proposed Actions.
