Unlocking Maritime Power: The Crucial Role of CLCMs

At a time when technological advancements and geopolitical shifts are occurring within the Indo Pacific region at an unprecedented pace, the need for a proactive and adaptive approach to naval capability management is clear.

KBR is the industry partner delivering a sovereign sustainment capability to the Royal Australian's Navy's Amphibious Combat and Sealift fleet.

From contract signing, we recruited a highly skilled team of 100 people who are now based at Fleet Base east and have undertaken a range of activities in just 60 days that ensured a 1 July start for this five-year contract.

Our role is the strategic management of the Landing Helicopter Dock Ships HMAS Adelaide and HMAS Canberra, Landing Ship Dock HMAS Choules and from July next year Auxiliary Oiler Replenishment Ships HMAS Supply and Stalwart.

Uniquely, this is the first capability life cycle management program to include multiple asset classes. Sealift capabilities include platforms that support deployed naval task groups, amphibious combat and the large-scale deployment of large ground forces.

In the dynamic and evolving naval operation environment, CLCM's are an important cog in the nation's ambition for a continuous naval shipbuilding endeavor, as reflected in Plan Galileo.

The Future Maritime Support Model within Plan Galileo was developed to focus on the need to maximize sustainment infrastructure, build resilient supply chains, provide workforce solutions and ensure continuous improvement.

Within this model, CLCMs play a crucial role in providing naval capability and the longevity of the fleet/platform. Critically, the skills required to sustain warships contribute enormously to the nation's defense and security.

A well-managed life cycle ensures that naval assets are not only cutting-edge at the time of induction but also maintain their relevance and effectiveness throughout their operational tenure.

As the Amphibious Combat and Sealift CLCM platform steward, KBR's and our suppliers' focus will be on fleet availability - a key metric in the readiness and responsiveness of any naval force.

Our approach focuses on strong stewardship of the platform, fostering a high level of collaboration across the team led by KBR to help ensure the RAN remains at the forefront of Australian naval capability.

Effective stewardship optimizes life cycle costs - by engaging in long-term planning and sustainable practices that minimize the total cost of ownership for naval assets, freeing up resources for investment in new technologies and capabilities.
