Approved Amendments to Form C-LTR (POPS Cover Letter) and Form T4-B (Pipeline Transfer Certification)

The Railroad Commission of Texas (RRC) has revised the following two RRC forms:

• Form C-LTR
• T4-B

The amendments to Form C-LTR and T4-B re-write questions regarding eminent domain to more accurately reflect relevant statutory language and provide greater clarity to operators that use these forms.

The amendments also include minor and non-substantive changes in format which will allow for additional clarity and efficiency when completing the documents. Specifically moving the relevant question from the "Application Type" section of the C-LTR, to the Operator Information section of the C-LTR. There is a similar restructuring of the "Divesting Operator Information" of the Form T4-B.
