The Division of Air Quality, proposes to approve the following requests:

Jonah Energy LLC (F029230, P0039472):

CHAPTER 6, SECTION 2 CONSTRUCTION/MODIFICATION PERMIT - Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE: In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Jonah Energy LLC (CMP100053) to modify and operate the Cabrito 3-19 Central Facility (F029230) with the addition of production and equipment associated with thirty wells, the Cabrito 4-19, 15-13, 61-13, 13n1, 13n5, 13n6, 13o2, 13o3, 13o4, 13o5, 13p1, 13p2, 13p3, 13p4, 13p5, Stud Horse Butte 9-13, 10-13, 49-13, 50-13, 51-13, 52-13, 62-13, 63-13, 64-13, 105-13, 115-13, 13k1, 13k2, 13k3 and 13k5, with one reboiler overheads condenser, one TEG flash tank separator and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, condensate tanks, active produced water tanks and pneumatic pumps, located in the NW1/4NW1/4 of Section 19, T29N, R107W, approximately fifteen (15) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 16.2 TPY from the baseline period and NOx emissions have decreased 6.1 TPY from the baseline period. These reductions have been added to Jonah Energy LLC's offset bank to use for future permitting actions.

For the duration of the public comment period, the permit application, the agency's analysis, and the public notice are available for public inspection online at https://openair.wyo.gov, utilizing facility ID F029230 and permit number P0039472 under permits. This material may also be viewed online, at the above URL, utilizing a public computer at the Sublette County Library, Pinedale, Wyoming. Additionally, for the duration of the public comment period a copy of this public notice is available for public inspection at the Sublette County Clerk's Office, Pinedale, Wyoming.

CHAPTER 6, SECTION 2 CONSTRUCTION/MODIFICATION PERMIT - Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE: In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Jonah Energy LLC (CMP100053) to modify and operate the Sand Draw Federal 13-12 Central Facility (F004597) with the addition of production and equipment associated with seventeen wells, the Curiosity 03-300H, Rebel 03-500H, 331-01-500H, Sand Draw Federal 7-11, Stud Horse Butte 40-12, 49-11, 50-11, 51-11, 55-12, 64-11, 66-02, 100-12, 100x-12, 105-11, 112x-12, Stud Horse Butte Curiosity 341-02-500H and 344-02-500H, with one reboiler overheads condenser, one TEG flash tank separator and two common smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, condensate tanks, active produced water tanks and pneumatic pumps, located in the SW1/4SW1/4 of Section 12, T29N, R108W, approximately fourteen (14) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 40.0 TPY from the baseline period and NOx emissions have decreased 9.9 TPY from the baseline period. These reductions have been added to Jonah Energy LLC's offset bank to use for future permitting actions.
