PennDOT Provides Updates on Flood Damage Associated with Hurricane Debby in North Central PA

Montoursville, PA - The Pennsylvania Department of Transportation (PennDOT), District 3, provides an update on flood damage, planned work, and long-term closures due to extensive flooding that occurred throughout the district on August 9.

Between Friday, August 9 and Monday, August 12, PennDOT county maintenance crews worked to open 78 of the 85 closed roads in Columbia, Lycoming, Northumberland, Snyder, Sullivan, Tioga, and Union counties. The remaining closures are in effect due to safety concerns and severely damaged bridges and roadways.

To ensure the safety of our transportation assets, the district completed 900 bridge inspections between Saturday, August 10 through Tuesday, August 20. Geotechnical crews reviewed embankment and slope areas throughout the district, while additional crews performed roadway inspections throughout the impacted counties.

Ongoing Work
County maintenance crews continue to work seven-days a week to perform flood related cleanup, which includes pipe flushing, ditch cleaning, road sweeping, and debris removal.

Long-Term Closures
PennDOT and industry partners are in the process of addressing several long-term closures and we are working to advance these projects as quickly as possible.

Lycoming

  • Route 14 between the ramp to Route 15 to Trout Run Mountain Road (Route 1002) in Lewis Township.
    • Long-term closure due to extensive flood damage.
    • A detour using Trout Run Mountain Road (Route 1002), Lycoming Creek Road (Route 1017), and Beautys Run Road (Route 3026) will be in place.
    • (NEW) Removal of the damaged bridge and debris is underway.
    • (NEW) A temporary road to connect Lycoming Creek (Route 1017) to Route 14 is under design and will be constructed in the coming weeks.
  • Little Pine Creek Road (Route 4001) between Route 287 in English Center, Pine Township and Little Pine State Park in Cummings Township.
    • Long-term closure due to extensive flood damage.
    • A detour using Route 287, Route 973, and Route 44 is being put in place.
    • (NEW) The week of August 26, the contractor will begin work to repair the damaged bridge and roadway.

Tioga

  • (OPEN) Route 49 between Pritchard Hollow Road and Crance Brook Road in Westfield Township.
    • Work continues on this project. Motorists can expect single lane conditions with flagging where work is being performed.
  • Canada Road (Route 2025) between Cherry Flats Road (Route 2018) in Covington Township and West Hill Road (Route 2022) in Putnam Township.
    • A detour using Old State Road (Route 2022) and Williamson Road (Route 2005) is in place.
    • (NEW) The removal of damaged bridge and debris is anticipated to be completed by August 30, weather permitting.
  • Wattles Run Road/Potter Brook Road (Route 4001) at the bridge in Clymer Township.
    • Long-term closure due to extensive flood damage.
    • A detour using Sperry Young Road, Crance Brook Road and Mixtown Road is in place.
    • (NEW) The removal of debris has started and is anticipated to be completed by Wednesday, August 21, weather permitting. A bridge inspection will take place and results will be reviewed.
  • North Road (Route 4007) between Route 249 and California Road (Route 4007) in Brookfield Township.
    • Long-term closure due to extensive flood damage.
    • A detour using Route 249, Austinburg Road (Route 4009), and Route 49 is being put in place.
    • (NEW) The debris has been removed. A bridge inspection took place on August 20 and results will be reviewed.
