BCC Briefs for Sept. 10, 2024

​At the Sept. 10, 2024, Board of County Commissioners meeting, the board took the following action on the regular agenda:

ADMINISTRATION - approved a resolution amending the Palm Beach County Administrative Code related to Construction, Engineering, and Architectural contract change orders. Due to recent changes to the County's Procurement Code with increased signature authority of Directors of Purchasing and the five (5) construction departments (Facilities Development and Operations, Engineering and Public Works, Airports, Water Utilities, and Environmental Resources Management) from $200,000 to $300,000.

Received and filed the updated Board Directives Report, which includes in-process and completed board directive items.

AIRPORTS - approved the amended site lease agreement with Ferrovial Vertiports Florida LLC authorizing any vertical take-off and landing (VTOL) aircraft at Palm Beach International Airport; extends the lease date to October 1, 2027, modifies minimum capital expenditure requirements; provides the option to rehabilitate an existing building for an annual improvement rental in the amount of $41,530 commencing on the date of occupancy; and requires the collection of an airport facility charge based on each VTOL aircraft landing.

FINANCIAL MANAGEMENT & BUDGET - approved on preliminary reading and advertise for public hearing on Oct. 22, 2024, at 9:30 a.m. an ordinance amending the County's Living Wage Ordinance definition of "Paratransit contract" due to recent changes in the County's Procurement Code which increased the mandatory bid or proposal amount from $100,000 to $150,000.

PALM TRAN - Approved a grant agreement with the Florida Commission for the Transportation Disadvantaged (CTD) in the amount of $3,002,299, with a required county match of 10% or $333,588 to provide Palm Tran Connection Service trips and discounted daily and monthly route bus passes with an anticipated start date of July 1, 2024 and ending June 30, 2025. The total anticipated cost to provide transportation is $7,725,225 and to maintain the program at its current level of service the overmatch will be $4,389,338.

PLANNING, ZONING & BUILDING - approved the establishment of a capital project and funding for storm water and flood studies. This will update and improve the accuracy of the Federal Emergency Management Agency (FEMA) Florida Insurance Rate Map (FIRM) mapping in the western area of the county around Lake Okeechobee/Herbert Hoover Dike (HHD), the South Florida Water Management District (SFMWD) Basins and the Tidal areas in the amount of $9.5 million. The proposed phased studies may require up to six (6) years to complete.

Approved the Interlocal Agreement (ILA) between Palm Beach County and the Town of Haverhill for the voluntary annexation of approximately 12.55 acres (5 parcels) of land known as the Wallis Road Property that is proposed to be redeveloped into a single development. The ILA ensures that ten (10) of the 100 proposed townhomes will be provided as for-sale workforce housing units and the County will agree not to challenge the proposed annexation but the ILA does not eliminate the contiguity issue.
