Sacramento, CA - The League of California Cities Past Presidents Council today announced the selection of former State Senator Jim Beall as the recipient of the 2024 Past Presidents' Lifetime Achievement Award.

For decades, Beall has served California communities as a San Jose council member, a Santa Clara County supervisor, and as a Legislator in the California State Assembly and Senate. His work has focused on two critical issues: transportation infrastructure and affordable housing. In 2017, Beall authored SB 1, securing $5.4 billion annually to repair roads, freeways, and bridges statewide. He also authored SB 595, which provided essential funding for regional transportation projects in the Bay Area.

"Jim Beall has been a true champion for California's communities," said Cal Cities Immediate Past President and Artesia Mayor Pro Tem Ali Sajjad Taj. "His leadership in securing vital funding for transportation and expanding affordable housing has made a lasting impact. His work embodies the spirit of public service, and his contributions will benefit California's cities and residents for generations to come."

Beall's leadership extended into housing with SB 3, which authorized $4 billion in bonds to support affordable housing and veterans' homeownership programs. Throughout his career, Beall has also been a strong advocate for foster children and people living with a mental health illness or intellectual disability.

The Cal Cities Past Presidents' Lifetime Achievement Award was established in 1996 and is given annually.

Established in 1898, the League of California Cities is a nonprofit statewide association that advocates for cities with the state and federal governments and provides education and training services to elected and appointed city officials. Cal Cities' mission is to expand and protect local control for cities through education and advocacy to enhance the quality of life for all Californians.
