Press release from the 42nd Cabinet session

At today's 42nd session, chaired by Prime Minister Milojko Spajić, the Montenegrin Cabinet adopted a Decree amending the Decree on the Organisation and Work of State Administration. Following the reshuffle of the 44th Government, there was a need for a reorganisation of the state administration. The Decree establishes the following ministries: Ministry of Labour, Employment, and Social Dialogue; Ministry of Social Welfare, Family Care, and Demography; Ministry of Maritime Affairs; Ministry of Transport; Ministry of Tourism; Ministry of Ecology, Sustainable Development, and Northern Region Development; Ministry of Energy; Ministry of Mining, Oil, and Gas; Ministry of Regional and Investment Development and Cooperation with Non-Governmental Organisations; and Ministry of Diaspora. The Decree stipulates a 30-day deadline for the adoption of rules on the internal organisation and classification of state administration bodies, as well as the transfer of civil servants and employees who performed the transferred tasks, equipment, and official documentation, from the date of entry into force of the Decree.

In accordance with the new organisational structure, the reshuffled Government will have seven Deputy Prime Ministers, twenty-five ministries, and a Minister without Portfolio, as follows:

  • Deputy Prime Minister for Security, Defence, Fight Against Crime, and Internal Policy: Aleksa Bečić
  • Deputy Prime Minister for Education, Science, and Relations with Religious Communities: Budimir Aleksić
  • Deputy Prime Minister for International Relations and Minister of Foreign Affairs: Ervin Ibrahimović
  • Deputy Prime Minister for Foreign and European Affairs: Filip Ivanović
  • Deputy Prime Minister for Infrastructure and Regional Development: Milun Zogović
  • Deputy Prime Minister for Political System, Judiciary, and Anti-Corruption: Momo Koprivica
  • Deputy Prime Minister for Economic Policy and Minister of Economic Development: Nik Gjeloshaj
  • Minister of Justice: Bojan Božović
  • Minister of Defence: Dragan Krapović

At today's session, the Cabinet also noted:

  • The cessation of duties for State Secretaries in the Ministry of Justice, Ministry of Labour and Social Welfare, Ministry of Transport and Maritime Affairs, Ministry of Spatial Planning, Urbanism, and State Property, Ministry of Tourism, Ecology, Sustainable Development, and Northern Region Development, Ministry of Energy and Mining, and Ministry of Foreign Affairs, due to the end of the ministers' mandates in the 44th Government of Montenegro.
  • The cessation of duties for State Secretary in the Ministry of European Affairs, Bojan Božović, due to his appointment as Minister of Justice in the 44th Government of Montenegro.
  • The cessation of mandate for the Secretary General in the Ministry of Foreign Affairs, due to the end of the Minister of Foreign Affairs' mandate in the 44th Government of Montenegro.
  • The cessation of mandate for advisers to the Deputy Prime Minister for Security, Internal Policy, European and Foreign Affairs, advisers to the Deputy Prime Minister for Labour, Education, Health, and Social Affairs, and advisers to the Deputy Prime Minister for Demography and Youth.
  • The dissolution of the permanent working bodies of the Government - the Commission for Political System, Internal and Foreign Policy, the Commission for Economic Policy and Financial System, the Commission for Personnel and Administrative Affairs, and the Commission for Distribution of part of the Budget reserves.

Additionally, the Cabinet appointed:

  • Commission for Political System, Internal and Foreign Policy, headed by Momo Koprivica, Deputy Prime Minister for Political System, Judiciary, and Anti-Corruption.
  • Commission for Economic Policy and Financial System, headed by Nik Gjeloshaj, Deputy Prime Minister for Economic Policy and Minister of Economic Development.
  • Commission for Personnel and Administrative Affairs, headed by Dragoljub Nikolić, Secretary General of the Government.
  • Commission for Distribution of part of the Budget reserves, headed by Slaven Radunović, Minister of Spatial Planning, Urbanism, and State Property.

The Prime Minister tasked Milutin Butorović, Minister without Portfolio, to coordinate activities related to cooperation with the Parliament of Montenegro.

The Cabinet also adopted a decision on the appointment of advisers to the Deputy Prime Minister for Security, Defence, Fight Against Crime, and Internal Policy: Sandra Radević, Božidar Radinović, Milica Kaluđerović, Marija Nikčević, and Valentina Minić.

A Decision was made regarding the designation of ministries that can have State Secretaries. According to the Law on State Administration, which stipulates that ministries can have up to three State Secretaries, this Decision allows three ministries to have one State Secretary each, fifteen ministries to have two State Secretaries each, and seven ministries to have three State Secretaries each, as appointed by the Cabinet upon the Minister's proposal.

The Cabinet also adopted a Draft Amendment to the Draft Law on Forests, which specifies the competences and makes technical adjustments.
