Capital improvement highlights in the City of Roseville Fiscal Year 2024-25 budget

Road resurfacing, the Roseville Soccer Complex, and utility system improvements are among scores of infrastructure and improvement projects included in the Fiscal Year 2024-25 budget approved by the Roseville City Council at the June 19 meeting.

Of the total $768 million City budget, the capital improvement program totals approximately $90 million, consisting of 91 new projects.

Infrastructure updates enhance the overall quality of life in Roseville and service to the community. Improvement projects are generally large and can span multiple yearly city budgets. Work in FY2024-25 on some projects may include planning, design, and other project preparation. Construction may begin in subsequent fiscal years.

Here are some of the more notable existing and new improvement projects:

Parks

  • Construction of the Roseville Soccer Complex with 10 fields and a universally accessible playground.
  • Landscaping and irrigation improvements at The Courts at Gibson Park.
  • Design and construction of the Woodbridge Park tennis and pickleball courts.
  • Streetscape improvements to enhance the Rocky Ridge corridor as well as areas in the Sunrise greenway up to Cirby Way, including water efficient landscaping and irrigation.
  • Design and construction of multiple neighborhood parks, including John Byouk Park.
  • Pineschi Park Play structure replacement.
  • Construction of Campus Oaks Park to include two pickle ball courts, a restroom, and a fenced off-leash dog park. Phase two is considering a skate track, a BMX area, and a challenge fitness course.
  • Golf course improvements.

Utilities

  • Electric system infrastructure and improvements. Including several electric substation upgrades.
  • Roseville Energy Park efficiency improvements.
  • New utilities customer web portal and mobile app.
  • New Creekview Electric Substation.
  • Design and construction of the Environmental Utilities Operations Center.
  • Wastewater treatment plant improvements.
  • Pipeline repairs.

Technology

  • Upgrading the City's website.
  • Regional Public Safety Dispatching project with the ability for dynamic dispatch of available fire and police resources while increasing information sharing, enhancing the ease of tracking resources, and improving overall incident response times.
  • Fire Very High Frequency (VHF) Radio System Upgrade project.

Roadways

  • Extending Roseville Parkway to close the gap between Washington and Foothills Boulevard, including a four-lane bridge over the railroad tracks.
  • Pleasant Grove Boulevard Widening Project to widen the roadway to three travel lanes in each direction.
  • Traffic signal and roadway improvements for the Roseville Soccer Complex will install new signals and widen road at the new traffic signal locations.
  • Design of Roseville Parkway Widening Project.
  • Preparation for Fairway Drive and Junction Boulevard and Quail Glen neighborhood roadway resurfacing.
  • Design for the Atlantic/Vernon Street Traffic Improvements Project to construct a raised landscape median to lower speeds when driving through the S-curve.
  • Installation of traffic signals and related improvements along Baseline Road at Locust Road and Pleasant Grove Road.
  • Dry Creek Greenway East: Continued construction of Phase 1 between Darling Way and Rocky Ridge Drive.
  • Dry Creek Greenway East: Design of Phase 2 between Rocky Ridge Drive and Old Auburn Road. It's another segment of the planned regional trail connection to the American River Parkway.
  • Dry Creek Greenway West: Design of a three-mile-long paved trail between Riverside Avenue and Cook Riolo Road, which will connect to an existing trail in unincorporated Placer County.

Alternative Transportation

  • Launching Rapid Link express bus service between Lincoln, Roseville, and Sacramento Regional Transit's light rail station at Watt Avenue and I-80.
  • Replacing Roseville Transit bus shelters to improve safety, lighting, and visibility.

Other

  • Design of Pleasant Grove Creek Stormwater Retention Basins Project to reduce flood risk in the watershed.
  • Council Chambers renovation project.
  • Design and construction of the Police Department facility expansion and additional public parking.
