Rehabilitation Payment Standard Applications Will Be Paused Starting July 30, 2024

ATTENTION ALL HOUSING CHOICE VOUCHER PROGRAM PROPERTY OWNERS:

Rehabilitation Payment Standard Applications to be Paused

In 2023 and first half of 2024, the Housing Choice Voucher (HCV) Rehabilitation Payment Standard grew exponentially and exceeded the Housing Authority City of Pittsburgh (HACP) goal to increase housing choice and unit quality for HCV families by subsidizing units that were recently rehabilitated (with at least $6,000 worth of repairs and/or unit upgrades) at a higher rate than other units.

Due to the exponential growth in utilization of this payment standard, the HACP is pausing the Rehabilitation Payment Standard program effective July 30, 2024, to re-evaluate the program components and funding allocation.

How will this affect HCV Property Owners?

  • Those currently approved for and are currently receiving the Rehabilitation Payment Standard will continue to receive the Rehabilitation Payment Standard until the tenant vacates the unit.
  • Those who submitted a Rehabilitation Payment Standard application prior to July 30, 2024, will still be processed. Applications are available on the Landlord Resources page on our website until July 29, 2024.
  • The HACP will not accept new Rehabilitation Payment Standard applications received on or after July 30, 2024.

When will the HACP start accepting applications for the Rehabilitation Payment Standards again?

The HACP does not currently have a release date. However, to conform with HACP Moving to Work Annual Plan public comment and HUD approval requirements, the release date of the modified Rehabilitation Payment Standard is projected to be no sooner than January 1, 2025. When a definite release date is determined, the HACP will notify the public.
