Spotlight on OEOA, possible Title IX changes this fall

The Office of Equal Opportunity and Access (OEOA) leads Illinois State's commitment to equitable and inclusive learning and teaching environments for students, faculty, and staff.

OEOA as a first-line resource

Under the supervision of the Office of the President, OEOA enforces the University's program to prevent, deter, and respond appropriately to violations of university policies and procedures, as well as state and federal laws related to anti-harassment and non-discrimination statutes.

OEOA serves as a first-line resource for internal investigations relating to allegations of anti-harassment and non-discrimination policy violations, oversight of ADA policies and procedures, coordination of the University's affirmative action plan to integrate core values of diversity and equity into all aspects of recruitment, and the screening and selection of qualified job applicants.

Status of U.S. Department of Education changes to Title IX

The U.S. Department of Education released new Title IX regulations in April, with a mandatory implementation date of August 1, 2024. However, a federal district court in Kansas recently enjoined the U.S. Department of Education's enforcement of the new Title IX regulations. Illinois State, together with nearly 700 institutions across the country, now awaits a ruling on the Department of Education's appeal, which could determine when and if the Department of Education's new Title IX regulations may be implemented.

"OEOA has worked with departments across campus to make updates based on the new regulations for Title IX," said Mboka Mwilambwe, interim director and Title IX coordinator. "We stand ready to implement these new policies and procedures, should the injunction be lifted."
