Capito Grant Roundup: Capito Secures Grant Funding For West Virginia Programs

WASHINGTON, D.C. - Today, U.S. Senator Shelley Moore Capito (R-W.Va.), a member of the Senate Appropriations Committee, announced resources from several federal agencies she helped secure for projects that will support initiatives across the state, including healthcare, education, environmental cleanup, infrastructure, economic development, and drug prevention projects in West Virginia.

HHS FUNDING: Senator Capito, Ranking Member of the Senate Appropriations Subcommittee on Labor, Health and Human Services, Education, and Related Agencies (Labor-HHS), announced grants from the U.S. Department of Health and Human Services (HHS) for a variety of health projects in West Virginia.

  • $8,823,443 in HHS Head Start Program funding to the North-Central West Virginia Community Action Association, Inc. (Fairmont, W.Va.).
  • $5,868,430 in HHS Head Start Program funding to the Eastern Panhandle Instructional Cooperative (Martinsburg, W.Va.).
  • $4,737,497 in HHS Head Start Program funding to Community Action of South Eastern West Virginia, Inc. (Bluefield, W.Va.).
  • $3,598,394 in HHS Head Start Program funding to the Central West Virginia Community Action, Inc. (Clarksburg, W.Va.).
  • $3,323,368 in HHS Epidemiology and Laboratory Capacity (ELC) for Prevention and Control of Emerging Infectious Diseases funding to the West Virginia State Department of Health (Charleston, W.Va.).
  • $1,892,292 in HHS funding for Immunization and Vaccines for Children to the West Virginia Department of Health and Human Resources (Charleston, W.Va.).
  • $1,419,786 in HHS funding for the Hospital Preparedness Program to the West Virginia State Department of Health (Charleston, W.Va.).
  • $1,360,810 in HHS Head Start Program funding to the Greenbrier County Board of Education (Lewisburg, W.Va.).
  • $473,228 in HHS funding for the West Virginia Asthma EXHALE Program to the West Virginia State Department of Health (Charleston, W.Va.).
  • $380,000 in HHS Pharmacology, Physiology, and Biological Chemistry Research funding to West Virginia University (WVU) (Morgantown, W.Va.).
  • $135,000 in HHS Rape Prevention and Education funding to the West Virginia Foundation for Rape Information and Services (Fairmont, W.Va.).
  • $120,000 in HHS Substance Abuse Prevention funding to the Mountain State Parents, Children, and Adolescent Network, Inc. (McMechen, W.Va.).

DOL FUNDING: Senator Capito, as Ranking Member of the Senate Appropriations Labor-HHS Subcommittee, secured grants from the U.S. Department of Labor (DOL) to help expand Registered Apprenticeship programs.

  • $559,033 DOL grant funding to Marshall University (Huntington, W.Va.) to expand Registered Apprenticeship programs.
  • $559,033 DOL grant funding to the West Virginia Department of Economic Development (Charleston, W.Va.) to expand Registered Apprenticeship programs.

IMLS FUNDING: Senator Capito, as Ranking Member of the Senate Appropriations Labor-HHS Subcommittee, secured a grant from the Institute of Museum and Library Services (IMLS) for the Wheeling Park Commission.

  • $258,200 IMLS grant funding to the Wheeling Park Commission (Wheeling, W.Va.)to remove affordability barriers for future zoo professionals seeking applied work experience.

EPA FUNDING: Senator Capito, Ranking Member of the Senate Environment and Public Works (EPW) Committee, announced funding awards from the U.S. Environmental Protection Agency (EPA) for a variety of programs in West Virginia, including funding made available through the Infrastructure Investment and Jobs Act (IIJA), which Ranking Member Capito helped begin negotiations on and craft portions of the legislation.

  • $28,350,000 in EPA IIJA grant funding to the West Virginia Department of Environmental Protection (DEP) (Charleston, W.Va.) to utilize funds to further the health protection objectives of the Safe Drinking Water Act.
  • $7,555,000 in EPA IIJA grant funding to the West Virginia DEP (Charleston, W.Va.) for Capitalization Grants for Drinking Water State Revolving Funds that help address perfluoroalkyl and polyfluoroalkyl substances (PFAS) in drinking water.
  • $7,387,126 in EPA IIJA grant funding to the West Virginia DEP (Charleston, W.Va.) for Capitalization Grants for Drinking Water State Revolving Funds to provide low-interest financing for costs associated with the planning, design and construction of eligible drinking water improvement projects and activities to protect human health.
  • $879,558 in EPA grant funding to the West Virginia DEP (Charleston, W.Va.) for program management and supervision; cooperative agreements and contract administration; fiscal and contract management activities; legal assistance, including cost recovery and litigation activities; and administrative and general clerical and technical support of West Virginia Superfund sites.
  • $520,000 in EPA IIJA grant funding to the West Virginia DEP (Charleston, W.Va.) to improve impaired water and protect unimpaired waters across the state by conducting planning that informs and supports implementation of Clean Water Act programs.

  • $500,000 in EPA grant funding to the West Virginia State Health Department (Charleston, W.Va.) to develop and implement a Public Water System Supervision (PWSS) program to adequately enforce the National Primary Drinking Water Regulations and the requirements of the Safe Drinking Water Act.
  • $465,979 in EPA IIJA grant funding to the West Virginia DEP (Charleston, W.Va.) for Capitalization Grants for Drinking Water State Revolving Funds that support clean drinking water.
  • $463,913 in EPA IIJA grant funding to the West Virginia DEP (Charleston, W.Va.) to support the goals and outcomes of the 2014 Chesapeake Bay Watershed Agreement.

ONDCP FUNDING: Senator Capito, a member of the Senate Appropriations Committee, announced Drug Free Community (DFC) grants from the White House Office of National Drug Control Policy (ONDCP) for West Virginia communities.

  • $125,000 in ONDCP DFC grant funding to Belington Community Medical Services Association (Belington, W.Va.).
  • $125,000 in ONDCP DFC grant funding to the McDowell County Commission on Aging, Inc. (Welch, W.Va.).
  • $125,000 in ONDCP DFC grant funding to Marshall University (Huntington, W.Va.).
  • $125,000 in ONDCP DFC grant funding to Southern Highlands Community Mental Health Center (Matheny, W.Va.).
  • $125,000 in ONDCP DFC grant funding to the Berkeley County Board of Education (Martinsburg, W.Va.).
  • $125,000 in ONDCP DFC grant funding to Prestera Center for Mental Health Services, Inc. (Huntington, W.Va.).
  • $125,000 in ONDCP DFC grant funding to the Morgan County Partnership, Inc. (Ranson, W.Va.).
  • $125,000 in ONDCP DFC grant funding to Fayette County Family Resource Network, Inc. (Fayetteville, W.Va.).

ARC FUNDING: As Ranking Member of the EPW Committee, Senator Capito secured grants from the Appalachian Regional Commission (ARC) for two projects in West Virginia.

  • $1,509,517 in ARC grant funding to the West Virginia Department of Economic Development (Charleston, W.Va.) for broadband industry grant technical assistance.
  • $50,000 in ARC grant funding to Advantage Valley, Inc. (Charleston, W.Va.) to support a program entitled "Developing Supportive Infrastructure for a Regional Workforce: Childcare, Transportation and Housing."

NSF FUNDING: Senator Capito also secured a grant from the National Science Foundation (NSF) for academic research projects at WVU, Marshall University, and West Virginia State University.

  • $1,279,407 NSF award to West Virginia State University (Institute, W.Va.) for a project titled "Excellence in Research: Collaborative Research: Dissection of the Molecular Mechanisms Controlling Lipid Droplet Abundance in Plants."
  • $416,409 NSF award to WVU (Morgantown, W.Va.) for a project titled "Strengthening Gravitational-Wave and Pulsar Science with the CHIME Telescope."
  • $352,310 NSF award to Marshall University (Huntington, W.Va.) for a research project titled "REU Site: Safety Analysis and Design Nexus: Bridging Theory and Practice."
  • $200,000 NSF award to WVU (Morgantown, W.Va.) for a project titled "IUCRC Phase III West Virginia University: Center for Identification Technology Research (CITeR)."

EDA FUNDING: Senator Capito announced grant funding from the U.S. Department of the Commerce's (Commerce) Economic Development Administration (EDA) to West Virginia to support an Advanced Manufacturing Training Facility at West Virginia University Parkersburg (WVUP).

  • $1,300,000 in EDA funding to WVUP (Parkersburg, W.Va.) to boost advanced manufacturing workforce training efforts in the region.
  • $100,000 in EDA funding to the Lincoln Economic Development Authority (West Hamlin, W.Va.) to support redevelopment and revitalization in the region after a natural disaster.

FAA FUNDING: Senator Capito also announced funding from the Federal Aviation Administration (FAA) to the Wood County Airport Authority for the final phase of site improvements.

  • $69,159 in FAA funding to the Wood County Airport Authority (Parkersburg, W.Va.) for the final phase of parking lot renovations to extend their usable life.
