MONGOLIA'S THIRD PERIODIC REPORT ON THE IMPLEMENTATION OF THE UN CONVENTION AGAINST TORTURE AND OTHER CRUEL, INHUMAN OR DEGRADING TREATMENT OR PUNISHMENT CONSIDERED AT THE 81ST SESSION OF THE UN COMMITTEE AGAINST TORTURE

The UN Committee against Torture is meeting in Geneva from October 28 to November 22, 2024 for its 81st session to consider the periodic reports of six countries (namely, Cameroon, Jordan, Kuwait, Mongolia, Namibia, Thailand) on the implementation of the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (hereinafter the "Convention against Torture").

States Parties to the Convention against Torture are obligated to submit their initial report on the measures taken to fulfill their obligations under the Convention within 1 year after joining the Convention and every 4 years afterwards to the UN Committee against Torture. Mongolia submitted its third periodic report to the treaty body in 2021.

The delegation of Mongolia headed by the State Secretary of the Ministry of Justice and Home Affairs, Mr. N. Myagmar participated in the meeting of the Commitee on November 12 and 13 during which Mongolia's third periodic report was considered, and updated the Committee on the measures and reforms undertaken in the policy and legal frameworks since the third periodic report. The delegation members engaged in the ensuing dialogue with the Committee and answered questions raised by the country Co-Rapporteurs and members.

The delegation of Mongolia consisted of representatives from the Ministry of Justice and Home Affairs, the Ministry of Foreign Affairs, the Ministry of Family, Labour and Social Protection, the State Prosecutor General's Office, the Independent Authority Against Corruption, the General Executive Agency of Court Decision, the General Intelligence Agency, the National Police Agency, the Immigration Agency and the Permanent Mission of Mongolia in Geneva.

The UN Committee against Torture will issue concluding observations on the report of Mongolia at the end of the current session on November 22.
