Village of Union Springs - Wastewater Treatment Plant Improvements Project

Negative Declaration

Cayuga County - The Village of Union Springs, as lead agency, has determined that the proposed Wastewater Treatment Plant (WWTP) Improvements Project will not have a significant adverse environmental impact. The Village of Union Springs owns and operates a wastewater treatment plant that treats sanitary wastewater from the Village and portions of the Town of Springport. Generally, the WWTP is in satisfactory condition and meeting its permit requirements. However, the majority of the WWTP remains as constructed in 1982 and is past its usable design life. The proposed improvements to the existing WWTP address the components that are in need of upgrades, as well as components that do not comply with or are not recommended in current design standards. The proposed improvements include:

  • General baseline improvements to the WWTP including pump replacements, electrical and controls, heating and ventilation, and general building improvements;
  • Replacement of the existing brush rotor aerators in-kind;
  • Improvements to the existing chlorine disinfection system (installation of liquid chlorination/dechlorination metering pumps);
  • Retrofitting of the existing digester with aerobic digestion to stabilize solids in accordance with current design standards and regulations; and
  • Demolition of the existing chlorine gas storage building and sludge loading pad and construction of a new digester building within the general footprint of the demolished structures.

The project is located at 27 Creamery Road in the Village of Union Springs, New York.
