Agenda: Results of the official visit to Uzbekistan, improving procedure for developing a long-term budget forecast, additional measures to support participants in the special military operation, assistance to Kursk Region residents, support for flood victims in the Orenburg Region.

Mikhail Mishustin's opening remarks:

Good afternoon, colleagues.

This week we made an official visit to Uzbekistan. Our countries are reliable allies and partners. We keep on building up interaction even in a tough external environment.

Tashkent hosted the fifth meeting of the Joint Commission at the heads of government level. We considered in detail how the decisions taken by our presidents are being implemented, and discussed a wide range of issues of practical cooperation in trade, economic, investment, technical, cultural, humanitarian and educational activities, as well as the development of our inter-regional ties. Our regions directly establish ties with Uzbekistan and work there efficiently enough.

We have acknowledged the stance to go on promoting major joint projects. Primarily in industry, transport, energy, scientific research, agriculture and in a number of other important areas.

It is important to tap in full the great potential of advantageous Russian-Uzbek cooperation based on the traditions of friendship, neighborliness and mutual respect, and jointly create opportunities for an economic growth and raise the quality of life for the citizens of our countries.

I ask the deputy prime ministers, heads of the federal executive authorities and the ministers in the supervised areas to provide for the execution of the agreements achieved.

Colleagues, we are now in the active phase of preparing the draft federal budget for 2025-2027.

The Ministry of Finance, the Ministry of Economic Development, and all federal executive authorities are working to formulate the forecast and parameters of the country's main financial document for the next three years.

It involves financing of priority areas, including national projects, state programmes and the achievement of national goals. It is also the fulfillment of social obligations to citizens. Here we are talking about assistance to families with children, the development of medicine and education. And, of course, the key objective is to provide for the country's technological and industrial sovereignty.

The draft federal budget shall be submitted to the State Duma by 1 October.

As the president noted, development policy must be built for the long term in order to strengthen our scientific, educational and production potential and increase entrepreneurial activity.

In order to do this, the Government is forming a budget forecast for the long term. Previously, it was submitted to the Cabinet of Ministers for consideration only after the main financial document of the country was approved. This was in December or early January.

A decision was made to reduce the time frame for its development. Now it must be submitted before 15 November. The corresponding Government resolution has been signed.

This is necessary to ensure the balance of the budget system in the long term and approve national projects and state programmes for the period of their duration. Their implementation should begin as soon as next year, which will accelerate the development of the economy.

Now to today's agenda. Supporting our defenders in the special military operation is an essential priority of the Government work. An entire range of measures has already been taken. We will add two other decisions to the list.

The list of grounds for terminating obligations under a loan agreement between a bank and a serviceman and his spouse will be expanded. Those who received a state award or after completing tasks during the special military operation were discharged from active military service, will be able to pay off their loans.

Debts to organisations of the fuel and energy complex and housing and communal services will also be not collected from them. That is, for overdue payments for water, heat, gas supply and electricity. Of course, we will also exempt them from paying the enforcement fee for such cases.

The Government has prepared a draft of the corresponding law. We hope that our colleagues from the State Duma will be able to promptly consider it.

Today we will also discuss an entire bloc of issues related to assisting the regions and people living there.

This week, in line with the president's instruction, we have allocated more than 3 billion roubles additionally for the Kursk Region, so that people can buy the necessary things they lost.

We will also consider providing another one billion roubles for a one-time payment to people affected by the military actions in the region. In total, over 8 billion were sent to Kursk residents for urgent needs.

Now the region is receiving support from all corners of our large country in order to overcome the difficult situation and return to normal life as quickly as possible.

One more thing.

This year, melting snow resulted in record flooding in some Russian regions, which broke dams and water protection structures.

In this situation, the Government promptly provided people with the necessary means and other assistance.

On the president's instructions, we have also raised payments to people who faced the consequences of emergency situations by half.

Therefore, we will additionally allocate over three billion roubles to those affected by the spring flood in the Orenburg Region. These resources will be intended for those who previously received funding under the old rules.

This means that about nine billion roubles in total were allocated from the federal budget to compensate Orenburg Region residents' losses from the flood.

Right now, it is very important to help people compensate for the damage caused by the natural disaster.
