Mexico's report for the 4th UPR cycle is adopted in the Human Rights Council
  • The Government of Mexico has prioritized the rights of people in vulnerable situations and focused on combating poverty and addressing the structural causes of inequality, discrimination and violence.
  • The Human Rights Council adopted Mexico's final national report for the 4th UPR cycle.

Today, during the 56th session of the Human Rights Council (HRC) and on Mexico's behalf, the Undersecretary for Multilateral Affairs and Human Rights at the Foreign Ministry, Joel Hernández García, and the Permanent Representative of Mexico in Geneva, Francisca Méndez Escobar, participated in the adoption of the recommendations resulting from Mexico's fourth Universal Periodic Review (UPR).

During his virtual participation, Undersecretary Joel Hernández said that the UPR was an opportunity to present Mexico's progress and challenges regarding human rights. He stressed that, during President Andrés Manuel López Obrador's administration, the rights of people in vulnerable situations have been prioritized, with a focus on combating poverty and addressing the structural causes of inequality, discrimination and violence.

The Mexican delegation thanked the 115 States that made 318 recommendations, which were analyzed in a responsible and constructive manner. In addition, forty-nine authorities from the executive, legislative and judicial branches were involved in a wide-ranging consultation. As a result, Mexico accepted 304 recommendations, or 96% of the total.

At the session, State and civil society representatives presented their views on the acceptance of the recommendations.

This concludes Mexico's participation in the 4th UPR cycle. It submitted its report in October 2023, engaged in an interactive dialogue with 115 States in January 2024, presented its position on the recommendations in June 2024 and, finally, participated in the adoption of the final report today.

The Universal Periodic Review is a mechanism of the Human Rights Council that calls for each UN Member State to report on its progress and challenges in fulfilling their international human rights obligations. Other States then issue recommendations in an interactive peer-to-peer dialogue.
