Apply for the Environmental Management Advisory Committee!

The Florence Environmental Management Advisory Committee (EMAC) serves as an advisory body to the City Council around programs and actions that engage the community, regulate, implement and advise on city policy, and carry out the city's Work Plan related to solid waste management, trees and vegetation and recycling and waste reduction.

Topics EMAC will Address in Fiscal Year 2025
Through the remainder of the fiscal year, EMAC will work on the following topics, engaging in informational presentations, collaborative discussions, and the development of recommendations to the City Council:

  • Tree City Achievement: As the City celebrates its 5th year of being designated a Tree City, EMAC will act as the City's Tree Board. Responsibilities include promoting tree planting and care, preparing a proclamation for the Mayor, and planning Arbor Day observances.
  • Waste Reduction Education and Promotion: To meet the Department of Environmental Quality's Opportunity to Recycle annual requirements, EMAC will develop educational materials and programs on recycling, waste reduction, reuse, and composting. The committee will also prepare for the Recycling Modernization Act, which will take effect statewide in July 2025, by assisting with community outreach and education.
  • Curbside Garbage Service Rate Review: EMAC will conduct a base year review, including reviewing the hauler's annual report, consultant analysis, holding public hearings on proposed rate adjustments, and making recommendations to the City Council.

Anticipated Outcomes

  • Receive 2024 Tree City Designation
  • Provide recommendation to City Council on curbside solid waste rate adjustments
  • Meet DEQ's 2024 Opportunity to Recycle requirements
  • Implement Recycling Modernization Act community outreach and education for July 2025 launch
