Department of Roads secures SEMCOG planning grant to develop complete streets guidelines for Macomb County

MACOMB COUNTY, Mich. - The Southeast Michigan Council of Governments (SEMCOG) announced $450,000 in grant awards including $45,000 to the Macomb County Department of Roads (MCDR) as part of SEMCOG's 2025 Planning Assistance Program. MCDR will be using the grant funding to develop a preliminary design guide for various types of projects that support and enhance transportation access, safety, and connectivity for all users and multiple modes of transit through the complete streets planning approach.

"Macomb County is committed to delivering a safe and efficient transportation system that enhances mobility and the traveling experience for Macomb County residents, visitors and all road users," said Macomb County Executive Mark A. Hackel. "The planning assistance grant will allow the Department of Roads to review Macomb County's existing transportation and community assets and develop comprehensive, strategic and mindful approaches that will ensure transportation infrastructure is designed and operated to enable the safe use and support of multiple modes of mobility."

Complete streets is a transportation policy and design approach that includes planning, designing, operating, and maintaining safe, convenient and comfortable travel and access for users of all ages and abilities regardless of their mode of transportation, including motorists, pedestrians, bicyclists, public transit users, individuals with disabilities, and freight vehicles.

"Macomb County is a diverse region with a mix of small and large communities with evolving transportation infrastructure needs," said MCDR Director Bryan Santo. "Developing complete streets guidelines will allow Macomb County communities to implement complete streets projects, when feasible, while ensuring projects align with nationally recognized best practices and comply with well-established policies."

To help municipalities and road agencies develop and adopt complete streets guidelines, SEMCOG utilizes grant funding from the Michigan Department of transportation (MDOT) and the U.S. Department of Transportation Federal Highway Administration (FHWA) to fund the Planning Assistance Program.

MCDR's complete streets planning initiative will incorporate and align with the road agency's Corridors of Significance study, the Comprehensive Traffic Safety Action Plan, and the Non-Motorized Policy Guideto ensure Macomb County's comprehensive and strategic approach to transportation infrastructure and planning meets the evolving needs of the community and the region.

MCDR's planning initiative will:

  • Review existing countywide plans and infrastructure that have implemented complete streets best practices.
  • Develop planning guidelines, corridor criteria and preliminary design guidelines.
  • Incorporate public feedback and stakeholder input to finalize the complete streets policy guide.
