The City of Seattle Public Utilities (SPU) is requesting proposals from qualified consultants to support drainage planning and management work within the Drainage and Wastewater Line of Business (DWW LOB). This contract will provide support to SPU asset and program managers on a variety of asset and system planning and management tasks, and on developing a more formal Drainage Program to integrate the various drainage utility functions across SPU's organization.

SPU has used a variety of approaches to manage its diverse drainage system and services and would benefit from improvements that address critical gaps in its efforts. In 2021, staff conducted interviews and system analyses and produced the Drainage Program Review. This document defined a vision for a Drainage Program, identified gaps, recommended options for addressing those gaps, and provided opportunities for improvement. Using this document as a resource, a significant part of the work for this contract is to help create a roadmap for establishing the Drainage Program.

Over the past five years, SPU has been developing Shape Our Water, a community-centered plan for the next fifty years of resilient drainage and wastewater systems. Moving forward, drainage planning will focus not just on managing the existing system, but also on identifying the future drainage investments that best achieve the Shape Our Water Community Vision (www.shapeourwater.org/community-vision). SPU needs to supplement the efforts of its current staff to increase its ability to successfully build toward this vision in the near term. This contract will provide this support though services in strategic planning, project options analysis, policy analysis, public outreach, and project management.

Progress toward this vision also requires that SPU make improvements in the management of existing assets. SPU has developed asset management plans (AMPs) for its stormwater facilities (surface and underground storage and treatment, pump stations), conveyances (pipes, catch basins, ditches, non-stream culverts), green stormwater infrastructure (GSI), and urban ecosystem assets (stream culverts, landscapes, creeks, floodplains). These plans show average annual O&M dollars spent on drainage assets are small in comparison to the size of the system. SPU faces many challenges when managing its drainage assets including aging infrastructure, added strain on assets from climate change impacts, and development pressures, as well as constraints in staffing and other resources. This contract will support our drainage asset operations and maintenance needs by providing services in condition assessment, maintenance planning, and rehabilitation management. SPU plans to execute up to two 3-year contracts with an option to extend an additional 2 years. If there are two contracts, the estimated value of each is $2.5 million. If there is one contract, the estimated value is $5 million.
