City of Pasadena Seeks Applicants to Fill Vacancy on Pasadena Rental Housing Board

PASADENA, Calif. -The Pasadena City Council invites qualified residents to apply for an Alternate Tenant Member position on the Pasadena Rental Housing Board (PRHB). The application will close on Monday, Dec. 2, TIME. Applications are available at the Office of the City Clerk, 100 N. Garfield Ave., Room S228, or online at Pasadena's Commission Vacancies webpage.

This vacancy arises from the recent resignation of an alternate member, creating an opportunity to serve the remainder of the term, which concludes on May 24, 2027. The Pasadena City Council will appoint a new Alternate Tenant Member who may reside anywhere within Pasadena city limits. To qualify, applicants and members of their extended families must not have owned, managed, or held a 5% or greater ownership stake in rental units in Los Angeles County within the past three years.

Pasadena Rental Housing Board's Mission and Responsibilities

Established under Section 1811 of the Pasadena City Charter, the PRHB is tasked with implementing Article XVIII, "The Pasadena Fair and Equitable Housing Charter Amendment."

Responsibilities of the board include:

  • Setting allowable rent increases and publicizing the Annual General Adjustment in rents
  • Appointing hearing officers and conducting hearings on petitions for rent adjustments
  • Adopting a budget and maintaining a registry of Pasadena's rental housing
  • Pursuing civil remedies against those who violate Article XVIII of the City Charter
  • Holding public hearings and establishing penalties for violations of Article XVIII

Alternate Tenant Members attend all Board meetings and speak, but are not authorized to vote unless a regular member of their corresponding group is absent from that meeting or is disqualified or recused from voting on one or more agenda items, or has resigned or been removed from the Rental Board.

Application Requirements

Applicants must complete an application, circulate a nominating petition to gather at least 25 qualified signatures from residents within their Council District, and submit a declaration of financial interests. All forms and petitions must be submitted to the City Clerk's Office by Monday, Dec. 2, 2024.

Compensation and Attendance

This is a paid position with compensation for up to 20 hours per week at an hourly rate of 2.5 times Pasadena's minimum wage. Attendance at board meetings is mandatory to qualify for payment.
