Request for Proposals: Urban Growth Boundary Expansion & Development

NOTICE IS HEREBY GIVEN that applications will be accepted at City Hall, 17 South Buchanan Ave, Eagle Point, OR 97524, until 5p.m. local time on September 16, 2024, for land located within the City's Urban Reserve Area (URA) to be added to the City's Urban Growth Boundary (UGB).

This is a 'One-Time Site Addition to the Urban Growth Boundary' pursuant to Senate Bill 1537 (2024), available to eligible land within the City's URA and adjacent to its current UGB. Application Close Date: September 16, 2024, Application Close Time: 5:00 PM Place to submit applications: Eagle Point City Hall, 17 S Buchanan Ave, Eagle Point, OR 97524 Applications received in proper form will be opened upon receipt and reviewed for completeness. Applications submitted after the above date and time will not be accepted. The City may, at its discretion, postpone any such action. The City may reject any or all applications, or may waive any informalities in applications, all in its sole discretion, upon a finding by the City that it is in the public interest to do so. Applications received may be viewed at City Hall during regular business hours.

Applications must contain the following:

1. Completed Planning Application form, with the Annexation & Zoning Designation check marked;

2. Map showing the City's Urban Reserve Area and the lots or parcels proposed for inclusion in the Urban Growth Boundary;

3. Signed acknowledgement(s) by the owner(s) of each property that are proposed for inclusion in the Urban Growth Boundary, or their agent(s);

4. Owner's signed consent to annexation of the property;

5. Tentative conceptual plan for the proposed site(s), including an overview of transportation connectivity, accessibility of utilities, and potential zoning.

6. Findings of Fact narrative per the Planning Application form, including:

a. Detailed description of the proposal.

b. Descriptions of existing and potential future uses on lands surrounding the proposed site(s).

c. Land use history of the proposed site(s).

d. Mailing labels containing the names and mailing addresses of all property owners within 250 feet of the proposed site(s) or, if the site is currently within a farm or forest zone, to all owners of property within 500 feet of the site. See Eagle Point Municipal Code 16.12.030.

e. Explanation for how the application and tentative conceptual plan conforms or can conform to: the requirements of SB 1537; the City's Comprehensive Plan, Regional Plan, and Zoning Ordinance; and any other relevant statutes, rules, or ordinances.
