Troop C DWI arrests August 21 - September 6, 2024

Press Release

On August 21, 2024, at approximately 10:29 p.m., New York State Police at Oneonta arrested Ralar Lee Allen White, age 30 of Oneonta, NY for the misdemeanor of Driving While Intoxicated. A Trooper observed a vehicle make a turn from Main Street at Chestnut Street in Oneonta while making vehicle and traffic violations. A traffic stop was made and while interviewing White, the Trooper observed characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, White was arrested. He was transported to SP Oneonta where his reportable B.A.C was .11%. White was processed and issued appearance tickets to the Oneonta City Court on September 18. 2024.

On August 22, 2024, at approximately 10:09 a.m., New York State Police at Sidney arrested Sabrina A. Shamblin, age 47 of Oneonta, NY for the class "E" felony of Aggravated Driving While Intoxicated with a Child Less Than 16 as Passenger (Leandra's Law) and the misdemeanor of Criminal Possession of a Controlled Substance in the seventh degree. Troopers on Martin Brook Road in Unadilla observed vehicle and traffic infractions. While interviewing Shamblin, a Trooper observed characteristics commonly associated with impairment. Troopers also located suspected drugs in the vehicle and child under the age of 16 inside. After an investigation, Shamblin was arrested. She was additionally evaluated by a New York State Police Drug Recognition Expert. Shamblin was processed and issued appearance tickets to the Unadilla Town Court on September 23, 2024.

On August 22, 2024, at approximately 4:44 p.m., New York State Police at Sidney arrested Brian K. Lanfair, age 62 of Bainbridge, NY for the misdemeanor of Driving While Ability Impaired by Drugs. Troopers initiated a traffic stop on State Highway 7 in Bainbridge after observing a vehicle with a license plate on it that didn't match. While interviewing Lanfair, Troopers smelled an odor of burnt marijuana and asked Lanfair to perform Standardized Field Sobriety Tests. After performing the SFST's poorly, Lanfair was arrested. Lanfair was transported to SP Sidney where he was additionally evaluated by a New York State Police Drug Recognition Expert. Lanfair was processed and issued appearance tickets to the Bainbridge Town Court on September 16, 2024, then released to a sober third party.

On August 22, 2024, at approximately 6:10 p.m., New York State Police at Sidney arrested Terrell M. Dorsey, age 40 of Sidney, NY for the misdemeanor of Driving While Ability Impaired by Drugs. Troopers observed a vehicle make vehicle and traffic violations and that the license plate on the vehicle did not match while turning onto Steiner Road in Sidney. Troopers initiated a traffic stop and observed characteristics commonly associated with impairment. Dorsey performed Standardized Field Sobriety Tests, which were indicative of impairment. Dorsey was arrested and transported to SP Sidney where he was additionally evaluated by a New York State Police Drug Recognition Expert. Dorsey was processed and issued appearance tickets to the Sidney Village Court on September 10, 2024, then turned over to a sober third party.

On August 22, 2024, at approximately 9:23 p.m., New York State Police at Oneonta arrested Arthur J. Foure, age 63 of Greene, NY for the misdemeanor of Driving While Ability Impaired by Drugs. A Trooper observed a vehicle parked on Southside Drive in Oneonta with two people inside and went to check to make sure the person was okay. When the Trooper approached, the vehicle drove off with its head lights still turned off. The Trooper initiated a traffic stop and observed Foure to have characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, he was arrested. Foure was transported to SP Oneonta where he was additionally evaluated by a New York State Police Drug Recognition Expert. He was processed and issued appearance tickets to the Davenport Town Court on September 10, 2024.

On August 23, 2024, at approximately 12:34 a.m., New York State Police at Sidney arrested Richard F. Pavlick, age 67 of Oneonta, NY for the misdemeanor of Driving While Ability Impaired by Drugs. Troopers observed a vehicle make vehicle and traffic violations while attempting to back into a driveway on East Street in Oneonta. While interviewing Pavlick, the Troopers observed impairment. Pavlick was asked to perform Standardized Field Sobriety Tests, which indicated impairment. He was arrested then transported to SP Oneonta where he was additionally evaluated by a New York State Police Drug Recognition Expert. Pavlick was processed and issued appearance tickets to the Oneonta City Court on October 9, 2024, then released to a sober third party.

On August 23, 2024, at approximately 8:38 p.m., New York State Police at Richfield Springs arrested Gregory Wilson, age 66 of New York, NY for the class "E" felony of Driving While Intoxicated with a Child Less Than 16 as Passenger (Leandra's Law). A Trooper on County Highway 33 in Middlefield observed a vehicle drive across hazard markings and initiated a traffic stop. While interviewing Wilson, the Trooper observed an adult female passenger and a toddler in the vehicle. The Trooper also smelled an odor of an alcoholic beverage, in addition to characteristics associated with impairment. Wilson was asked to perform Standardized Field Sobriety Tests, which were indicative of impairment. He was arrested and transported to SP Richfield Springs for processing. He was issued appearance tickets to the Middlefield Town Court on September 16, 2024, then transported to the Otsego County Correctional Facility for Centralized Arraignment.

On August 24, 2024, at approximately 2:49 p.m., New York State Police at Gateway arrested James D. Igo, age 65 of Binghamton, NY for the misdemeanor of Aggravated Driving While Intoxicated. A Trooper was dispatched by Broome County 911 to a collision with no injuries on Bevier Street. A 911 caller told dispatchers that the person involved in the crash may be intoxicated. The Trooper arrived to find a vehicle wrecked and in the ditch. Igo was still in the driver's seat with the vehicle still running. While interviewing Igo, the Trooper detected an odor of an alcoholic beverage emanating from Igo. After an investigation, Igo was arrested. He was transported to SP Binghamton where his reportable B.A.C was .20%. Igo was processed and issued appearance tickets to the Kirkwood Town Court on September 4, 2024, then released to a sober third party.

On August 24, 2024, at approximately 10:53 p.m., New York State Police at Oneonta arrested Anthony L. Desimone, age 30 of Windham, NH for the misdemeanor of Aggravated Driving While Intoxicated. Troopers observed a vehicle cross road hazard markings while on Chestnut Street in Oneonta and initiated a traffic stop. While interviewing Desimone, a Trooper smelled an odor of an alcoholic beverage and other characteristics associated with alcohol impairment. Desimone was asked to perform Standardized Field Sobriety Tests, which were indicative of impairment. HE was arrested and transported to SP Oneonta where his reportable B.A.C was .19%. He was processed and issued appearance tickets to the Oneonta City Court on September 19, 2024.

On August 24, 2024, at approximately 11:16 p.m., New York State Police at Ithaca arrested Jason N. Brown Jr., age 25 of Cortland, NY for the misdemeanor of Driving While Ability Impaired by Drugs. While on Dryden Road in Ithaca, a Trooper observed a vehicle fail to make a complete stop at a stop sign and initiated a traffic stop. While interviewing Brown, the Trooper smelled an odor of marijuana and characteristics associated with impairment. Brown was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. Brown was arrested and processed at SP Ithaca. He was issued appearance tickets to the Ithaca Town Court on September 12, 2024.

On August 25, 2024, at approximately 3:26 a.m., New York State Police at Endwell arrested Gerald C. Gaylord, age 54 of Endicott, NY for the class "D" felony of Aggravated Driving While Intoxicated (with a previous conviction within 10 years). Troopers responded to a reported dispute at Gaylord's residence, Gaylord left the scene prior to the Troopers arrival. While Troopers were conducting interviews about the chain of events, Gaylord returned to the residence in a vehicle. Troopers observed characteristics associated with impairment. After an investigation at the scene, Gaylord was arrested for DWI. He was transported to SP Endwell where his reportable B.A.C was .22%. Gaylord was processed and issued appearance tickets to the Maine Town Court on September 18, 2024.

On August 25, 2024, at approximately 6:02 p.m., New York State Police at Owego arrested John A. Goodine, age 71 of Odessa, NY for the misdemeanor of Driving While Intoxicated. Troopers were dispatched to Hickories Park Road in Owego for a report of an intoxicated male attempt to leave the area in a vehicle. When Troopers arrived, Goodine was in the driver's seat of the described vehicle. After an investigation he was arrested. Goodine was processed at SP Owego and issued appearance tickets to the Owego Town Court on September 26, 2024.

On August 25, 2024, at approximately 6:22 p.m., New York State Kenneth R. Degroat Jr., age 34 of Windsor, NY. A Trooper observed a vehicle on North Road in Windsor with a vehicle and traffic violation. A traffic stop was initiated and the Trooper observed characteristics associated with impairment. After an investigation, Degroat Jr. was arrested. He was issued appearance tickets to the Windsor Town Court on September 23, 2024 then turned over to the Binghamton Police Department on an outstanding warrant.

On August 26, 2024, at approximately 7:44 p.m., New York State Police at Oneonta arrested Donald M. Andrews, age 20 of Otego, NY for the misdemeanor of Driving While Ability Impaired by Drugs. A Sergeant observed a vehicle speeding on County Highway 8 in Otego. While interviewing Andrews, the Sergeant observed characteristics associated with impairment. Andrews was arrested and evaluated by a New York State Police Drug Recognition Expert. Andrews was processed at SP Oneonta and issued appearance tickets to the Otego Town Court on September 26, 2024, then turned over to a sober third party.

On August 27, 2024, at approximately 3:02 a.m., New York State Police at Endwell arrested Kyiv I. Garbett, age 23 of Binghamton, NY for the misdemeanor of Driving While Intoxicated. Troopers were dispatched by the Broome County 911 Center to a crash on State Route 17 west in Union. Troopers located Garbett who did not wish to be transported to a hospital. Troopers also observed characteristics associated with impairment. After an investigation at the scene, Garbett was arrested for DWI. Garbett was transported to SP Endwell and processed. She was later transported to the Broome County Correctional Facility for Centralized Arraignment.

On August 28, 2024, at approximately 3:57 p.m., New York State Police at Sidney arrested Christopher Jennings, age 41 of Bainbridge, NY for the misdemeanor of Driving While Ability Impaired. A Trooper initiated a traffic stop on State Route 41 after observing a vehicle and traffic violation. While interviewing Jennings, a Trooper observed characteristics commonly associated with impairment. After performing Standardized Field Sobriety Tests poorly, Jennings was arrested. He was transported to SP Sidney where he was additionally evaluated by a New York State Police Drug Recognition Expert. Jennings was processed and issued appearance tickets to the Coventry Town Court on September 18, 2024, then released to a sober third party.

On August 30, 2024, at approximately 11:55 a.m., New York State Police at Oneonta arrested John J. Whelan, age 73 of Mount Vision, NY for the misdemeanor of Driving While Ability Impaired by Drugs. A Trooper was dispatched to Winney Hill Road in the town of Oneonta for a reported hit and run. The Trooper learned that someone heard a loud bang then saw a pick-up truck backing off of a lawn. The Trooper also found a NYSEG marker and multiple posts had been struck. A vehicle description was provided. Another complaint was provided to dispatch with the same vehicle description but on River Street Service Road in the city of Oneonta. Officers from the city of Oneonta observed the described vehicle unoccupied at the Bassett Clinic. Troopers arrived on scene and were able to locate Whelan who they believed had taken a prescription, which caused impairment. Whelan was transported to SP Oneonta where he subsequently performed Standardized Field Sobriety poorly and was evaluated by a New York State Police Drug Recognition Expert. Wheelan was charged and issued appearance tickets to the Oneonta Town Court on September 17, 2024, then turned over to a sober third party.

On August 30, 2024, at approximately 9:28 p.m., New York State Police at Homer (Interstate) arrested Jack T. Decicco, age 27 of Cortland, NY for the misdemeanor of Driving While Intoxicated. While on State Route 13, a Trooper observed a vehicle swerving in and out of its lane of travel and initiated a traffic stop on Clinton Avenue in Homer. While interviewing Decicco, the Trooper smelled an odor of an alcoholic beverage. Decicco was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. He was arrested and transported to SP Homer where his reportable B.A.C was .16%. Decicco was processed and issued appearance tickets to the Homer Town Court on October 1, 2024, then released to a sober third party.

On August 30, 2024, at approximately 10:50 p.m., New York State Police at Ithaca arrested Brian Field, age 50 of Rochester, NY for the misdemeanor of Aggravated Driving While Intoxicated. A Trooper initiated a traffic stop on Mecklenburg Road in the town of Enfield after observing vehicle and traffic violations. While interviewing Field, the Trooper detected an odor of an alcoholic beverage and other characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, Field was arrested. He was transported to SP Ithaca for processing where his reportable B.A.C was .20%. Field was issued appearance tickets to the Enfield Town Court on September 24, 2024.

On August 30, 2024, New York State Police at Stamford arrested Cindy A. Manon, age 51 of Fleischmanns, NY for the misdemeanor of Driving While Ability Impaired by Drugs. A Trooper in the town of Middletown observed a vehicle with a vehicle and traffic infraction. A traffic stop was initiated on State Highway 28. While interviewing Manon, the Trooper observed impairment. Manon was asked to perform Standardized Field Sobriety Tests, which indicated impairment. She was arrested and transported to SP Margaretville where she was additionally evaluated by a New York State Police Drug Recognition Expert. Manon was processed and issued appearance tickets to the Middletown Court on September 26, 2024, then turned over to a sober third party.

On August 31, 2024, at approximately 3:46 a.m., New York State Police at Norwich arrested Epifanio A. Cervantes, age 34 of Norwich, NY for the misdemeanor of Driving While Intoxicated. Troopers were dispatched by the Chenango County 911 Center to a report of a crash with no injuries on County Road 23 in the town of Sherburne. Troopers came upon a vehicle in the ditch with damage and Cervantes inside the vehicle and in the driver's seat. While talking to Cervantes about what happened, the Trooper smelled an odor of an alcoholic beverage. After performing Standardized Field Sobriety Tests poorly, Cervantes was arrested. He was transported to SP Norwich where his reportable B.A.C was .13%. Cervantes was processed and issued appearance tickets to the Sherburne Town Court on October 1, 2024, and released to a sober third party.

On August 31, 2024, at approximately 6:17 p.m., New York State Police at Sidney arrested Russell L. Cole, age 58 of Masonville, NY for the misdemeanor of Aggravated Driving While Intoxicated. Troopers were at Smiley's Convenience Store in Bainbridge fueling their patrol vehicle when they observed Cole pull up to the store in a vehicle and get out, appearing to be unsteady on his feet. The Troopers observed Cole get back into his vehicle and stopped him. A Trooper asked Cole to perform Standardized Field Sobriety Tests, which confirmed impairment. Cole was arrested and transported to SP Sidney where his reportable B.A.C was .19%. Cole was processed and issued appearance ticket to the Bainbridge Town Court on September 24, 2024, then turned over to a sober third party.

On August 31, 2024, at approximately 10:48 p.m., New York State Police at Norwich arrested Noel J. Budram Jr. age 28 of Cortland, NY for the misdemeanor of Driving While Ability Impaired by Drugs. A Trooper was dispatched by the Chenango County 911 Center to a one vehicle crash on State Route 23. The Trooper arrived to find a vehicle in the ditch and two people attempted to help the driver out of the vehicle. Budram was unconscious and the Trooper attempted to wake him until Norwich EMS arrived and transported him to Chenango Memorial Hospital. An investigation revealed that Budram was impaired. After he was released from the hospital, Budram was arrested. He was processed and issued appearance tickets to the Pitcher Town Court on October 15, 2024, then turned over to a sober third party.

On August 31, 2024, at approximately 11:14 p.m., New York State Police at Homer arrested Amanda L. Morari, age 29 of Phoenix, AZ for the misdemeanor of Driving While Intoxicated. Morari entered a DWI Sobriety Checkpoint on Elmira Road in the town of Ithaca when a Trooper smelled an odor of an alcoholic beverage and other characteristics associated with impairment. Morari was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. Morari was arrested and transported to SP Ithaca where her reportable B.A.C was .17%. She was processed and issued appearance tickets to the Ithaca Town Court on September 26, 2024, then released to a sober third party.

On September 1, 2024, at approximately 12:30 a.m., New York State Police at Endwell arrested Anthony Langevin, age 48 of Binghamton, NY for the misdemeanor of Driving While Ability Impaired by Drugs. Langevin entered a DWI Sobriety Checkpoint on East Vestal Parkway in the city of Binghamton when a Trooper observed characteristics commonly associated with impairment. Langevin performed Standardized Field Sobriety Tests poorly and was additionally evaluated by a New York State Police Drug Recognition Expert. Langevin was arrested and processed at SP Binghamton. He was issued appearance tickets to the Binghamton City Court on September 20, 2024.

On September 1, 2024, at approximately 12:58 a.m., New York State Police at Richfield Springs arrested Daniel E. Mariotti, age 31 of West Winfield, NY for the misdemeanor of Driving While Intoxicated. While on State Route 28 a Trooper observed a vehicle speeding and initiated a traffic stop. While interviewing Mariotti the Trooper detected an odor of an alcoholic beverage and other characteristics associated with impairment. Mariotti was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. He was arrested and transported to SP Richfield Springs where his reportable B.A.C was .08%. Mariotti was issued appearance tickets to the Richfield Town Court on September 18, 2024, then released to a sober third party.

On September 1, 2024, at approximately 1:39 a.m., New York State Police at Binghamton arrested Juan Carlos Olmedo Jimenez, age 35 of Kirkwood, NY for the misdemeanor of Driving While Intoxicated. A Sergeant observed a vehicle failing to maintain a lane while on State Route 11 in Kirkwood and initiated a traffic stop. While interviewing Olmedo Jimenez, the Sergeant observed characteristics commonly associated with impairment. Olmedo Jimenez was asked to perform Standardized Field Sobriety Tests, which confirmed impairment and he was arrested. Olmedo Jimenez was transported to SP Binghamton where his reportable B.A.C was .09%. He was processed and issued appearance tickets to the Kirkwood Town Court on September 18, 2024, then released to a sober third party.

On September 1, 2024, at approximately 3:45 p.m., New York State Police at Endwell arrested Marcy J. Paolucci, age 40 of Apalachin, NY for the misdemeanors of Driving While Ability Impaired by Drugs and Criminal Possession of a Controlled Substance in the seventh degree. A Trooper was dispatched by the Broome County 911 Center to a report of a suspicious person on Elm Street in the town of Union. A complainant reported that a woman was on a porch where no one knew who she was, cleaning the porch, and weeding around the porch then got in her vehicle. The 911 caller did not know who the woman was and called police. The Trooper was able to get a description of the woman and her car. The Trooper was able to locate the vehicle then found Paolucci at a park on Maple Steet. While interviewing Paolucci, the Trooper observed characteristics associated with impairment and was able to determine that Paolucci was the woman at the address on Elm Street and she had driven to the park impaired. She was arrested and also evaluated by a New York State Police Drug Recognition Expert. Paolucci was also found in possession of suspected drugs. She was processed at SP Endwell and issued appearance tickets to the Union Town Court on September 24, 2024.

On September 4, 2024, at approximately 4:52 a.m., New York State Police at Oneonta arrested Cory Meadows, age 29 of Oneonta, NY for the class "E" felony of Aggravated Driving While Intoxicated with a Child Less Than 16 as Passenger (Leandra's Law) and three counts of the misdemeanor of Endangering the Welfare of a Child. Troopers were dispatched to a 911 complaint of a possible intoxicated driver. Troopers located the described vehicle on the shoulder of State Highway 28 but when the Troopers came closer, the operator drove through the grass of a property. When Troopers approached the vehicle, they observed that Meadows appeared impaired and that there were three children in the vehicle. Meadows was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. She was arrested and the children were turned over to a sober third party. Meadows was transported to SP Oneonta where her reportable B.A.C was .10%. Meadows was processed and issued appearance tickets to the Milford Town Court on October 8, 2024, then turned over to a sober third party.

On September 4, 2024, at approximately 10:08 a.m., New York State Police at Binghamton arrested Lynda M. Mahar, age 41 of Johnson City, NY for the misdemeanors of Driving While Ability Impaired and Criminal Possession of a Controlled Substance in the seventh degree. A Trooper was dispatched to a report of a woman asleep at the wheel of a vehicle with her foot on the brake and the vehicle still in drive. The Trooper located the described vehicle at Speedway and was able to wake Mahar and have her put the vehicle in park. After an investigation at the scene, Mahar was arrested. Troopers also located suspected illicit drugs in the vehicle. Mahar was processed and issued appearance tickets to the Dickinson Town Court on September 17, 2024, and turned over to a sober third party.

On September 4, 2024, at approximately 2:50 p.m., New York State Police at Oneonta Nathan K. Kurtz, age 21 of Bainbridge, NY for the misdemeanor of Driving While Intoxicated and Leaving the Scene of a Property Damage Accident. Troopers responded to a report of a vehicle that was disabled on County Road 48 and were informed that it had left the scene of an accident. The Troopers located the vehicle and two of the occupants. After an investigation, Troopers determined that Kurtz had driven the vehicle impaired and damaged a yard. Kurtz was transported to SP Oneonta where he was additionally evaluated by a New York State Police Drug Recognition Expert. Kurtz was processed and issued appearance tickets to the Otego Town Court on October 17, 2024.

On September 4, 2024, at approximately 11:52 p.m., New York State Police at Richfield Springs arrested Vincent F. Dagani, age 34 of Oneida, NY for the misdemeanor of Driving While Intoxicated. Troopers were dispatched by the Otsego County 911 Center to a report of a one vehicle crash with no injuries on State Highway 51 in West Winfield. Troopers located the vehicle that went off State Highway 51, through some brush and down into a field. They also located Dagani. While a Trooper interviewed Dagani, he observed characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, Dagani was arrested. Dagani was transported to SP Richfield Springs where his reportable B.A.C was .10%. He was processed and issued appearance tickets to the Plainfield Town Court on October 9, 2024.

On September 6, 2024, at approximately 9:29 a.m., New York State Police at Binghamton arrested David A. Sarango Puchaicela, age 23 of Middletown, NY for the misdemeanor of Driving While Intoxicated. A Trooper was dispatched to a report of vehicle traffic complaints on Interstate 81. The Trooper observed the described vehicle traveling southbound on 81 in the town of Barker and speeding. While interviewing Sarango Puchaicela, the Trooper observed characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, Sarango Puchaicela was arrested. He was transported to SP Whitney Point where his reportable B.A.C was .10%. Sarango Puchaicela was issued appearance tickets to the Barker Town Court on October 16, 2024, then turned over to a sober third party.

On September 6, 2024, at approximately 10:39 p.m., New York State Police at Homer arrested Mark Stanton, age 60 of Cortland, NY for the misdemeanor of Driving While Intoxicated. A Trooper on State Route 11 in Cortlandville observed a vehicle move from its lane unsafely and initiated a traffic stop. While interviewing Stanton, the trooper observed characteristics associated with impairment. Stanton was asked to perform Standardized Field Sobriety Tests, which confirmed impairment and was arrested. He was transported to SP Homer where his reportable B.A.C was .08%. Stanton was issued appearance tickets to the Cortlandville Town Court on October 7, 2024, them turned over to a sober third party.
