The Hill Names Three Covington Practitioners "Top Lobbyists"

WASHINGTON-The Hill has named Covington Public Policy practitioners Holly Fechner, Stephen Rademaker, and Bill Wichterman to its 2024 "Top Lobbyists" list. Those on the list "are some of the best in the business and have been go-to advocates" for clients amid a dynamic policy landscape.

Named to the list for the twelfth consecutive year, Holly co-chairs Covington's Technology Industry Group and previously served as Policy Director to former Senator Edward Kennedy, as well as Chief Labor & Pensions Counsel to the Senate Health, Education, Labor & Pensions Committee. She advises clients on complex public policy matters that combine legal and political opportunities and risks, including AI, semiconductors, connected and autonomous vehicles and other emerging and critical technologies, intellectual property, national security, economic development, and pensions, among others.

Stephen is a former Assistant Secretary of State, served as Senior Counsel and Policy Director for National Security Affairs for Senate Majority Leader Bill Frist (R-TN), and was previously Chief Counsel of the House Select Committee on Homeland Security and Deputy Staff Director and Chief Counsel of the House Committee on Foreign Affairs. He helps clients navigate international policy, sanctions, and CFIUS challenges. This year, Stephen successfully lobbied the U.S. government to bring home an American journalist wrongly imprisoned in Russia-work which led The American Lawyer to identify him as a finalist for its annual "Attorney of the Year" award.

Bill previously served as Special Assistant to President George W. Bush and Deputy Director of Public Liaison at the White House, Policy Advisor to former Senate Majority Leader Bill Frist, and Chief of Staff to former Representatives Joe Pitts and Bill Baker. He calls upon his nearly two decades of government service to counsel Fortune 500 clients on a wide range of matters related to semiconductor technology, patent policy, trade controls, CFIUS, foreign relations, antitrust, and tax policy, among others.This is the tenth consecutive year in which he has been named to The Hill's list.
