Projects of IPA CIS Presented at Region Forum in Republic of Belarus

From 27 to 28 June 2024, the XI Forum of the Regions of Belarus and Russia will be held in three cities across the republic. The main theme of discussion is "The Role of Interregional Cooperation in Building an Innovative Economy of the Union State".

The central event of the Forum is the plenary session, chaired by Speaker of the Federation Council of the Federal Assembly of the Russian Federation, Chairperson of the IPA CIS Council Valentina Matvienko and Speaker of the Council of the Republic of the National Assembly of the Republic of Belarus Natalia Kochanova.

Deputy Secretary Generalof the IPA CIS Council - Plenipotentiary Representative of the National Assembly of the Republic of Belarus Viktor Kogut spoke to the Forum participants about the activities of the IPA CIS in promoting the innovative development of the Commonwealth countries. He addressed the section on "Legal Regulation and Ways to Improve Cooperation in the Innovative Sphere within the Framework of Integration Associations."

According to him, a common innovative space gives rise to the necessity of formulation of unified rules for stimulating and regulating innovative activities. The Assembly has adopted a Model Law on Innovations which serves as a fundamental legislative act for foregrounding innovative development across the Commonwealth.

It was reported that work on model legislative acts concerning the innovative development of CIS countries was actively ongoing, with around 30 documents currently in development. These include model laws on Artificial Intelligence Technologies, on Trust Funds for Supporting Scientific, Technical and Innovative Activities, among others. Additionally, he noted that the Assembly conducted international events where current issues of socio-economic development and international cooperation of CIS countries were discussed, taking into account the tasks of innovative activity and its legal regulation.

Head of the Expert and Analytical Department of the IPA CIS Council Secretariat Denis Zhuk spoke at the section on "Effective Implementation of Legislation as the Most Important Factor of Union Integration."
