CTDOT Plans to Upgrade Advanced Traffic Monitoring System (ATMS) Cameras and Fiber Optic Communications Infrastructure in Hartford, Windsor, South Windsor, Windsor Locks and Manchester

The Connecticut Department of Transportation (CTDOT) is developing plans to upgrade existing aging Advanced Traffic Monitoring System (ATMS) Cameras and fiber optic communications infrastructure. This will extend the ATMS Cameras coverage to improve public safety and CTDOT's ability to gather motorist information, monitor construction and maintenance work, and perform highway information activities in Hartford, Windsor, South Windsor, Windsor Locks, and Manchester.

The project involves the installation of fiber optic cable along I-91 and I-291. In addition, new closed-circuit television cameras (CCTV) and the associated communication equipment will also be installed along these routes. The fiber optic cable connections to the existing Variable Message Signs (VMS) within the project limits will also be upgraded.

The present schedule indicates that the design will be completed in July 2025, with construction anticipated to start in the Spring of 2026, assuming acceptance of the project, availability of funding, and receipt of any required right-of-way and environmental permits. This project will be undertaken with ninety percent (90%) Federal and ten percent (10%) State funds.
