MULTIWEEK LANE CLOSURE TO BE IMPLEMENTED AT I 64 WEST RAMP TO I 564 WEST BEGINNING AS EARLY AS OCT 6

Motorists should expect potential delays on I-64 west and the Reversible Express Lanes as exit ramp is reduced to single lane through late fall

NORFOLK - Starting as early as Oct. 6 in the afternoon, contractor crews with the Virginia Department of Transportation (VDOT) are scheduled to implement a multiweek, continuous single-lane closure on the I-64 west general purpose lanes off-ramp to I-564 west to expedite bridge widening activities for the I-64 east bridge over I-564.

This lane closure is expected to be in place through late fall to facilitate essential roadway and bridge widening as part of construction for the first phase of the Hampton Roads Express Lanes (HREL) Norfolk Segment. This is a continuation of the work that was paused earlier this spring to allow for peak summer travel traffic through the corridor. While this closure will overlap with the current closures in the I-64 Reversible Express Lanes in Norfolk, performing this work concurrently allows the contractor to reduce the duration for the I-564 ramp lane reduction by nearly 10 weeks and minimize the overall duration of traffic impacts at this interchange.

This project's multiweek closures in place in the Norfolk Reversible Express Lanes through late October include:

  • Full closure for westbound Reversible Express Lanes to the I-64 west mainline. All westbound Reversible Express Lanes traffic must exit to I-564 only.
  • Continuous single-lane closure in both directions between Tidewater Drive and I-564.
  • Full ramp closure from I-64 east mainline to the eastbound Reversible Express Lanes.

Additional short-term closures within the Reversible Express Lanes and I-64 general purpose lanes also remain ongoing during non-peak hours.

With the potential for moderate to significant delays westbound on I-64 and the Reversible Express Lanes during these closures, motorists are recommended to plan ahead, allow extra travel time, and check the free 511 Virginia traffic tools and 511-integrated Waze GPS app for the most up-to-date traffic conditions to plan their route, especially during the morning rush hours. Other traffic impacts previously implemented for this project remain in place, including:

  • Long-term, full on-ramp closure to I-64 east from Tidewater Drive south, with new left turn at Thole Street to access I-64 east, estimated to be in place through early 2026.
  • Traffic shifted toward the inside median on I-64 east and west between Tidewater Drive and Little Creek Road (exit 276), estimated to be in place until approximately mid-2025.
  • A shortened merge area at the northbound Tidewater Drive on-ramp to I-64 west, estimated to be in place through mid-2025

This construction work is weather and schedule-dependent; therefore, this schedule is subject to change.

This work is part of the first phase of HREL Norfolk Segment construction projects, that started in summer 2023 and includes the conversion of the existing inside shoulder along I-64 into a high-occupancy tolled, part-time shoulder Express Lane running alongside the three existing general purpose lanes between Patrol Road and Tidewater Drive for a total of 2 miles, as well as the widening and rehabilitation of several existing bridges on I-64.

This HREL Norfolk Segment will ultimately become a part of an overall continuous 45-mile high-occupancy toll Express Lanes network on I-64, from west of Denbigh Boulevard in Newport News to the I-264/I-664 Bowers Hill interchange in Chesapeake. As traffic demand continues to increase in the region, incorporating the Express Lanes dynamic tolling model, together with other interstate improvements, provides an additional approach to managing congestion in the long term and providing more travel choices and a reliable travel network for Hampton Roads motorists.
