MCSAP Unit Suits Up For Safety

When the Motor Carrier Safety Assistance Program Compliance Unit managers and officers gathered in October at the District 1 office in Schaumburg for a weeklong safety audit of more than 150 trucking companies, it was the first time they were wearing new uniforms.

MCSAP is a federal formula grant program that provides financial assistance to states to reduce the number and severity of crashes, and resulting injuries and fatalities, involving commercial motor vehicles and to promote the safe transportation of passengers and hazardous materials. Acting Commercial Vehicle Safety Section Manager Luis Flores shared some details about the unit's inner workings.

Tell us about the MCSAP Compliance Unit?

Our unit conducts safety audits on new motor carriers who have obtained a U.S. DOT number, compliance reviews and roadside inspections, and we work closely with the Illinois State Police and other agencies to promote safety and compliance in the trucking industry. Our primary mission is to reduce crashes, injuries and fatalities involving large trucks and buses.

What's special about MCSAP is that we save lives by ensuring compliance with state and federal regulations. Our efforts are in partnership with ISP and the Federal Motor Carrier Safety Administration. All IDOT MCSAP officers and managers are certified and knowledgeable in all areas of commercial vehicle safety.

What area does the unit serve?

The unit serves the entire state, the trucking industry and the general public. However, our efforts, along with all 50 states with MCSAP programs, serve the entire nation to promote commercial vehicle safety and compliance.

Is there a typical day for an employee in the MCSAP unit?

Every day is different. Each officer evaluates their tasks for the day and establishes a plan to contact motor carriers, review data and documents, conduct safety audits, assist other officers, plan for roadside inspections, and work on current investigations or special assignments.

How do new uniforms assist the unit in its work?

Uniforms are worn to demonstrate a professional, authoritative and competent appearance. They create a sense of recognizability. Our uniform and patch differentiate us from other agencies and represent the department's Bureau of Investigations and Compliance - Commercial Vehicle Safety Section. The uniform was revamped in May and has reinforced our sense of pride and belonging.
