Ogden Community Receives New Public Protection Classification from ISO (Insurance Services Office)

Great News! We have received our ISO (Insurance Services Office) Score and are excited to announce our community has a Public Protection Classification grade of "2" which puts us in the top 5% of communities in the United States! To put this incredible accomplishment in perspective, across the nation there are only 2004 fire departments that are considered an ISO of "2" out of 38,195 fire departments nation wide.

The ISO (Insurance Services Office) access fire departments across the United States to determine effectiveness and fire department capabilities. The Information is utilized by insurance companies for marketing, underwriting and to establish insurance premiums for both homeowners and commercial business owners. A better PPC score has a direct impact on insurance costs to homeowner as well as business owners. The cost of fire insurance in a community is effected by the fire departments ISO score. Scores range from 1 - 10. 10 is the lowest rating possible and ISO score of 1 is the best rating possible. Departments are assessed typically every 5-8 years.

The ISO assessment encompasses several areas that reflect a departments fire suppression capabilities. There are four areas that are evaluated based upon nationally recognized standards by the National Fire Protection Agency and American Water Works Association. These areas include:

  • Needed Fire Flows
  • Fire Department (50% of grade)
  • Water Supply (40% of grade)
  • Emergency Communications (10% of grade)

Each of the above criteria have many factors that are taken into consideration as part of the assessment process. Below is a copy of the scoring criteria and attached is the actual report that Ogden Fire received.

Water Supply / Needed Fire Flow (40 pts possible) inspection and flow testing of hydrants, alternative water supply operations, evaluation of available water compared to the amount needed to suppress fires up to 3,500 gpm. Ogden Fire identified commercial and residential structures within the Ogden Fire district, the total number of commercial structures, the size of the structure (number of stories), and the needed fire flow required to mitigate a fire located at these locations.

Emergency Communications (10 pts possible) identifies emergency call processing, dispatch notification, and the redundancy of the 911 system.

  • Emergency Reporting
  • Telecommunications
  • Dispatch Circuits/Redundancies

Fire Department Staffing and Equipment (50 pts possible) includes staffing per type of unit, number of units and reserve units (pumpers/ladders), geographic distribution of fire companies, operational considerations (automatic aid), equipment and community risk reduction.

  • Reserve Pumpers
  • Pump Capacity
  • Ladder Service
  • Reserve Ladder and Service Trucks
  • Deployment Analysis (number of fire fighters on the scene of a fire in under 8 minutes)
  • Training
  • Operational Considerations

Finally, Community Risk Reduction (5.5 pts possible) Community Risk Reduction encompasses public education, fire prevention code adoption and enforcement and fire investigation programs.
