CBP Publishes Section 232 Melt and Pour Guidance

In a Cargo Systems Messaging Service (CSMS) bulletin published on October 9, 2024, U.S. Customs and Border Protection (CBP) provided guidance on the upcoming melt and pour requirements for steel imports.

The country of melt and pour is the original location where the "raw steel is first produced in a steel-making furnace in a liquid state and then poured into its first solid shape". This location should be identified on the mill test certificates that are generated during the production process.

Effective November 21, 2024, importers will be required to report the country of melt and pour for certain imported steel products from all countries, and derivative steel articles from Mexico.

The following classifications are defined as steel articles:

• 10 through 7216.50;
• 99 through 7301.10;
• 40 through 7302.90; and
• 10 through 7306.90.

Steel derivatives products include but are not limited to items such as nails, tacks, staples, bumper stampings and body stampings.
